041-1.5 [Orig] The CCMP shall be submitted thirty days after contract award.

041-2 [Orig] Configuration Baselines

041-2.1 [Orig] Preliminary-Product Configuration Baseline (p-PCB)

041-2.1.1 [Orig] The p-PCB is established by USCG acceptance of the first CB-L.

041-2.1.2 [Orig] The p-PCB is under the Contractor’s control; however any changes to the p-PCB must be shared with the USCG as soon as they are identified in accordance with the CCMP. The p-PCB will document the configuration of the CB-L during OT&E.

041-2.1.3 [Orig] The USCG will conduct a Physical Configuration Audit (PCA) on an early production-representative CB-L designated by the Contracting Officer.

This CB-L shall have all the changes identified during OT&E, Interface Test & Evaluation (IT&E), and warranty execution incorporated into its as-built condition. During the PCA, the USCG will review the p-PCB for compliance with the contract requirements and compare the p-PCB design against the as-built condition of the designated CB-L.

041-2.2 [Orig] Product Configuration Baseline (PCB)

041-2.2.1 [Orig] The PCB will be established upon Contracting Officer approval of the PCA. The PCB will be defined by the approved 2D drawings. The Contracting Officer shall provide notification to the Contractor that the PCB has been established.

041-2.2.2 [Orig] Once established, the PCB is under USCG control, and the Contractor shall not change or modify the configuration of any boat in production or any boats already in service without approval from the Contracting Officer. This includes any necessary changes identified by the Contractor in performing warranty repairs unless authorized by the Contracting Officer.

041-3 [Orig] Physical Configuration Audit (PCA)

041-3.1 [Orig] The USCG will conduct a PCA on a production CB-L and the 2D drawings.

041-3.2 [Orig] The CB-L for the PCA will be an early full rate production boat designated by the Contracting Officer that has all the changes identified during OT&E, Interface Tests & Evaluation (IT&E) and from Warranty execution incorporated in its production.

041-3.3 [Orig] The 2D drawings used for the PCA will have been submitted to the USCG in accordance with SOW Section 085-3 and had a functional audit completed by the USCG to ensure they meet contract requirements. All the changes identified during OT&E, Interface Tests & Evaluation (IT&E) and from Warranty execution shall have been incorporated into the drawings.

041-3.4 [Orig] The USCG will conduct the audit at the delivery location for this CB-L after acceptance. Each 2D drawing will be compared to the physical boat and the boat will be compared to the 2D drawings to ensure the details match. Any conflicts between the boat and drawings will be documented in a USCG generated PCA report.

041-3.5 [Orig] The PCA is scheduled to take no more than 5 days to complete. A Contractor’s representative is welcome to attend. This will ensure each conflict is understood and will expedite resolution development.

041-3.6 [Orig] The USCG will provide the PCA report to the Contractor within two weeks after PCA completion. The Contractor shall review the report and develop a resolution for each conflict identified. Resolution may be in the form of:

041-3.6.1 [Orig] The drawings are correct and all the boats (those accepted and in production) shall be corrected;

041-3.6.2 [Orig] The boat is correct and the drawings need to be revised;

041-3.6.3 [Orig] Or some other resolution.

041-3.7 [Orig] The Contractor shall prepare a PCA resolutions report that shall identify a corrective action for each resolution to include anticipated dates when the actions have been completed and be submitted to the Contracting Officer for acceptance.

041-4 [Orig] Configuration Control

041-4.1 [Orig] Engineering Change Proposal (ECP) - The Contractor can propose changes to the FCB or the PCB on the Contractor's own initiative by submitting a DD Form 1692 supplied as GFI. Before the Contractor submits an ECP, the Contractor shall request an ECP number from the USCG Configuration Manager. The first ECP number will be in this format, “ECP-101”.

041-4.2 [Orig] Any change submitted shall describe the change and the need for the change in sufficient detail for the USCG to ascertain if the change meets the FCB.

It is important to state within the ECP form the “Effectively” (identifying the first CB-L in production this change will be implemented on) in order to execute CSA.

The Contractor shall propose revising approved configuration documents by listing them in block 16, “Documents Affected”, if the proposed change affects the document.

041-4.3 [Orig] Upon approval from the CCB and at the direction of the Contracting Officer in the form of a contract change, the Contractor shall implement the Engineering Change.

041-4.4 [Orig] If the Contracting Officer approves a change that requires a retrofit be performed by the USCG, the Contractor shall develop an Engineering Change Installation Instructions (ECII) document which describes in detail how the change is to be made on the CB-L. The ECII template shall be provided to the Contractor as GFI. The ECII shall be submitted to the Contracting Officer for acceptance.

Part of the USCG acceptance will be to verify the ECII by performing the change on a CB-L using the installation instructions.

041-5 [Orig] Diminishing Manufacturing Sources/Material Shortages (DMSMS) and Obsolescence

041-5.1 [Orig] The Contractor shall be responsible for addressing Diminishing Manufacturing Sources/Material Shortages (DMSMS) and obsolescence throughout the life of the contract. If DMSMS/obsolescence concerns appear to affect the CB-L, the USCG shall be informed as soon as the Contractor becomes aware of the issue.

041-5.2 [Orig] The Contractor shall be responsible to recommend solutions to the USCG which may include, but not be limited to, alternate vendors, new sources of supply, or substitute parts.

041-5.3 [Orig] The Contractor shall bear all costs associated with substituting any configuration item where the reason for substitution is that the component can no longer be obtained. The Contractor shall submit an ECP in accordance with SOW

Section 041-4.1 and shall be submitted with block 21c “cost impact from ECP” checked as NO.
