Question # Question/Response
#1 What type of reader did USCG [U.S. Coast Guard] buy before?
Government Response #1 MaxID Model iDL500.
#2 Did we [USCG] really mean to set-aside 100% for small biz [business]?
Government Response #2 Yes.
#3
Is the handheld solution only required to perform fingerprint capture, and CAC (Common Access Card) reading processes [?] There is no requirement for other modalities such as facial recognition or IRIS? IRIS, is another biometric modality to verify and authenticate subjects based upon the scanning and matching of their eyes.
Government Response #3
All performance characteristics are contained in the Statement of Requirement (SOR). There is no requirement for facial recognition or IRIS.
#4 Can the training provided by the vendor be delivered via the web using tools such as Adobe Connect?
Government Response #4
See amended Attachment 1 - Statement of Requirements_Amendment 0001. Adobe Connect cannot be used on the Coast Guard System.
#5 Does the solution provided need to be on the FBI (Federal Bureau of Investigation) approved product list?
Government Response #5 No.
#6
To ensure that the solution provides the Government with the correct results for their reports, and other outputs, will example data be provided to the successful vendor?
Government Response #6 Yes. See amended Attachment 1 - Statement of Requirements_Amendment 0001.
#7 Since this is a handheld solution, is there a weight, and size constraint?
Government Response #7
The device shall be 5 pounds or less. There is no size constraint. See amended Attachment 1 - Statement of Requirements_Amendment 0001.
#8
My understanding is that these readers must be able to read multiple type of identification cards, not just TWIC [Transportation Worker Identification Credential] cards. If in fact, that is correct, CAC cards are one of those required identification type cards. [XXXXXXXXXX] currently can read a CAC card however, we do not have a TA [Trusted Agent] and therefore we cannot get a set of sample CAC cards for further testing and evaluation. Can you confirm that we need to be able to read a CAC card for this RFP.
Government Response #8
Yes, the ability to read TWIC and CAC cards is required. See amended Attachment 4 – Biometric Reader Verification Process_Amendment 0001.
#9
Since it is my understanding that we cannot obtain a TA [Trusted Agent] before we have a DOD [Department of Defense] contract, and we cannot obtain a DOD contract without a program/solution, we are basically in a catch 22 situation. Will we have 45 days after award of this contract to obtain a TA, a set of CAC test cards and finalize our QA [Quality Assurance] testing before delivery of product?
Government Response #9
No, all testing shall be completed before contract award. The prospective contract will not be a Department of Defense contract. The USCG falls under the Department of Homeland Security (DHS).
#10 Does the device have to be independent of a mobile device as well [?] (versus computer, etc.)
Government Response #10 Yes.
#11 If it does not, does the software have to reside on the device or could it reside on the mobile device?
Government Response #11 Not applicable. See Government Response to Question #10.
#12 Can the logs be stored on the attached mobile device if a mobile device is allowed?
