RFP 70Z02318RGPH00100 _Questions and Answers
8 3.2 Preservation Manager
It is stated in the RFP that the Preservation Manager position is required to manage the Contractor personnel 3.3, 3.4, 3.5 and attend meetings as required in New London, CT. It seems that the majority of the work will be in oversight based on the work required by these 3 positions, the 3.3 Archives Technician will require the least daily oversight while the other 2 will require the oversight of the Preservation Manager on a more routine basis based on the type of work they are required to perform.
Additionally, there is also the need for the Preservation Manager to be working on a frequent basis with the Exhibit Designers to actively review the design elements that affect the inclusion of the artifacts for exhibition, to ensure that best practices for artifact mounting, installation and preservation be implemented in the exhibit design and drawings. This will mean attending most of the initial exhibition planning meeting at various locations. The input of Conservation at the beginning of the exhibition design process tends to ensure that costly changes late in the process are avoided and creative solutions to challenges be resolved early in the planning process.
In section 1.6 Travel of TO2 the regulations for travel are mentioned to be required and approved by the USCG outside 50 miles. In the Contract Terms and Clauses Section III. 2 it states that the travel will be estimated and funded on a NTE basis. Can you confirm whether the numbers in the pricing spreadsheets are estimated allowances or NTE prices?
The numbers in the pricing spreadsheets are NTE amounts.

Terms and Clauses, Section 3052.209‐73
Are all subcontractors also subject to the ineligibility clause in 3052.209‐73 (c) (1)? Because in Media and Software Development it is the best practice within the industry to maintain the same developer from start to finish on a project of this type.
The clause, 3052.209‐73, applies to the prime contractor.
However, the clause does not relieve sub‐contractors from potential or actual Organizational Conflict of Interest (OCI) rules and regulations.
