A. BACKGROUND
1. The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the
American public and employees of the federal Government.
2. The following Statement of Work (SOW) and guidelines have been developed by the
Department of Homeland Security (DHS), Management Directorate, Federal Protective
Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and
Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.
3. The Juneau Federal Building is listed on the National Register of Historic Places. No penetrations of or attachments to historic materials (such as marble, granite, bronze, wood) is permitted without express written permission from GSA Property Manager if not using existing penetration. Attachments should be limited to non-historic materials such as ceiling grids and tiles, gypsum board, and cinder block.
B. PURPOSE
This SOW is for the purchase, installation, and programming of a new standalone Network
Video Recorder (NVR) server, Video Management System (VMS), and client workstation that shall not be connected to a Government network or the internet. It also includes the purchase, installation, and programming of cameras, Uninterrupted Power Source (UPS), monitors, and network switches and all additional equipment and appurtenances necessary for a fully functional Internet Protocol (IP) video surveillance system located at the Juneau
Federal Building in Juneau, Alaska. The Video Surveillance System (VSS) shall monitor vehicle traffic, personnel entry, emergency exits, and the exterior perimeter of the facility.
All equipment that is proposed by the Contractor shall be in compliance with section 889 of the 2019 John S. McCain National Defense Authorization Act (NDAA).
B.1 Description of Existing System
The Juneau Federal Building in Juneau, AK has an analog VSS that consists of two digital video recorders (DVR), four monitors, an intercom and master station, 30 fixed and three pan-tilt-zoom (PTZ) cameras.

B.3 Description of New System
B.3.1 The SOW is for the purchase, installation, and programming of a new IP based VSS.
The new VSS is for the Juneau Federal Building in Juneau, AK. The new IP VSS will be comprised of a NVR server, a client workstation, six 28-inch monitors, 24 port PoE
+ network switches, UPS’s, IP cameras, an intercom system, and all other appurtenances needed for a fully functioning IP based system. See section D (salient characteristics) for all minimum requirements for all equipment. The Contractor shall ensure that installation of equipment and all programming are per manufacturer specifications. The Contractor shall work with the FPS Project Manager (PM) to determine which cameras will be set for continuous recording and which cameras are to be for motion only. All PTZ cameras shall be programmed to default back to their home location after two minutes of inactivity. All equipment that is proposed by the
Contractor shall be in compliance with Section 889 of the 2019 John S. McCain
NDAA.
B.3.2 All new IP cameras shall be powered via Power over Ethernet (PoE) switch with four-hour runtime UPS.
B.3.3 The Contractor shall remove the existing cabling and run the new cabling for each camera. The Contractor is responsible for determining and installing the required cabling to camera. This may require additional conduit to be ran. IP camera data transport method shall not exceed 70 percent of manufacturer recommended maximum distance specification (spec).
B.3.4 Some of the existing cameras are not mounted correctly. When installing the new cameras, the Contractor shall mount all cameras using the manufacturer’s hardware so that camera is in a horizonal plane. When mounting on a wall, the Contractor shall use the manufacturer’s wall mount. When mounting on ceiling, the Contractor shall use the manufacturer’s pendant or ceiling mount. If the Contractor has any questions/concerns on how a particular camera should be mounted, the Contractor shall work with the FPS PM.
B.3.5 The Contractor shall purchase and install a new security desk to replace the existing one in the lobby. Beneath the current lobby desk is a cable penetration for the existing cameras. The existing cable penetration shall be used for any new wire runs to the new desk. Contractor provided desk will sit over the top of the cable penetration. For any
70RFPW21QWA000005 Page 21 of 154 new wire runs to this location, the Contractor shall provide an extra 20 feet of cable for each run. The cable will be neatly wrapped and labeled. The GSA Property Manager has a future project to reconfigure the lobby. The desk will be moved when this happens.
B.3.6 Replace the existing intercom at the garage entrance and the master station at the security desk in the lobby. If necessary, cover existing intercom area at the garage entrance door with matching weatherproof Stainless-steel plate of same grade and quality.
