About this file

This document is an Amendment 0004 containing vendor questions and answers for Solicitation 70RFP425QE5000008, regarding the Installation of Video Surveillance System (VSS) at the Thomas D. Lambros Federal Building and U.S. Courthouse in Youngstown, OH. The document provides detailed clarifications about the project requirements, including camera specifications, infrastructure details, and installation parameters. Key details include a total of five multi-sensor cameras (four P3735-PLE and one Q6100-E), with two PTZ cameras, to be installed in the same locations as existing cameras, mounted at high elevations near roof level. The facility, built in 1993, is approximately 44,609 square feet with reinforced concrete, steel, and glass exterior walls, and existing conduit for cable infrastructure.

The vendor will be responsible for sourcing and installing all system components, including NVR/DVR, Cat-6 cable, connectors, conduit, power supplies, and related equipment. The project requires a 24U rack, three UPS battery backups (with the main rack needing a four-hour UPS), and a console desk approximately 4 ft x 2.5 ft. The surveillance system will be locally monitored, with no internet connectivity, and the government does not require upgradable or transferable VMS licenses. The storage requirements have been revised from the original 32TB specification to an estimated 56-60TB, and contractors are encouraged to propose the most suitable solution for the storage needs.

About the Facility Infrastructure:

1. How old is the facility?

Response: Facility was built in 1993.

2. How much square footage is in the facility?

Response: Dimensions are approximately 157 ft x 128 ft, approximately 44,609 square feet of GSA-Controlled space.

3. How stable is the power?

Response: AC power is reliable.

4. Is there a dropped ceiling in all areas of installation?

Response: Most of the facility has drop ceiling. The Protective Security Officer (PSO) office does not have a drop in ceiling. The current wires come in through the wall via conduit.

5. What type of walls are in the perimeter areas?

Response: Exterior walls are reinforced concrete, steel, glass and concrete.

6. Do we need to drill between the walls, to run our cable infrastructure?

Response: No drilling should be required; cable runs are already established.

7. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be?

Response: If conduit is already in place and installed properly, it can be reused upon FPS TPOC Approval. Approximately 100 ft flex would be required to replace the whips.

CCTV:

1. What is the brand/model of the existing CCTV system?

Response: Exacq DVR, mixed brands of analog cameras.

2. How many service calls did the existing system have in the past year?

Response: None.

3. Is the existing Command Control (SOC) well ventilated?

Response: There is an overhead mounted air duct in the office.

4. How many cameras are interior?

Response: Statement of Work (SoW) is for 8 cameras, all external.

5. For the exterior cameras, how high will they be mounted?

Response: Mounted at a high elevation, close to or at roof level.

6. Is there a requirement to install some cameras on poles? If yes, is there an existing connection to existing conduit to the poles? And how high is the pole?

Response: No pole mounting in SoW.

Additional Questions:

1. Are we to install the new cameras in the same locations of the existing cameras?

Response: Yes.

2. Do you know if the old cameras are using conduit to run their coaxial cable?

Response: Yes, there is conduit running to the current cameras.

3. Are we replacing the existing cameras with new ones on a one-to-one basis, or are you also looking to add additional cameras in addition to the replacements?

Response: The system is designed as a 1 for 1 replacement. The two (2) PTZs are not 1 for 1; the vendor will put new ones there. The PTZs in question are marked as Camera 7 and Camera 5 on the tentative drawings.

4. Could you please provide the latest site drawings?

Response: Site drawings are available. See Amendment 0003 for instructions.

5. “One (1) console desk with CPU mount (Winsted Sit/Stand Model or similar) One (1) will located in the FPS Security Control Room.” For the Winsted console, how many monitors will be on the console? Are the (2) 27-inch monitors going to be actually on the console?

Response: Two (2) 27-inch monitors will be wall mounted in the FPS security room.

6. In section C.8. there are tentative drawings on the last page. The RFQ is asking for as built drawings

a) Device locations

b) Cable Paths

c) System Block Diagram

d) Device point to point wiring

e) Junction box locations

f) Detailed equipment list to include manufacturer, model number, serial number, location, and if applicable, camera number.

Is the tentative drawing to be used for the as builts or will there be a new drawing released?

Response: The tentative drawing is to be used as a guideline for device placements.

Please develop the as builts based off that, site visits, our drawings, and facility prints.

Statement of Work (SOW):

1. The Statement of Work calls for four (4) multi-sensor cameras (P3735-PLE);

however, five (5) are described in the narrative and shown on the drawings. Can you please confirm the correct quantity and their intended locations?

Response: There is a total of five (5) multi sensors in total. Four (4) x P3735-PLE, and one (1) x Q6100-E. The Q6100-E is intended to have a PTZ (Q6135-LE) mounted underneath it. These two (2) cameras are designated as camera 2 on the drawing. Red lines on this drawing indicate the PTZ FOV.

2. The SOW references one (1) multi-sensor camera (Q6100-E), but it is described in the same context as the PTZ cameras (Q6135-LE). Could you please clarify the correct quantities and specific locations for each model?

Response: There is a total of five (5) multi sensors in total. Four (4) x P3735-PLE, and one (1) x Q6100-E. The Q6100-E is intended to have a PTZ (Q6135-LE)

3. The SOW specifies a 32TB recording server but based on our camera calculations at the required recording specifications, we estimate a need for approximately 56–60TB of storage capacity. How would you prefer we reflect this in our quote?

Response: Please quote the sever that would fit our storage requirements in the submittal.

Additional Questions:

1. Does the government want continuous access to live camera views on the workstation if the server is offline or down?

Response: Yes, the intent is for the government to be able to view live camera footage 100% of the time on the local workstations. We do not require any remote viewing, so the camera network will not be connected to the internet. We will rely on UPSs to power the system during intermittent power.

2. Does the government want the video management software (VMS) license to be upgradeable to future versions at no additional cost?

Response: The government does not require upgradable licenses.

3. Does the government want the video management software (VMS) license to be transferable to new hardware at no cost, in the event that the current hardware reaches its end of life or experiences a catastrophic failure?

Response: The government does not require the VMS to be transferable.

4. Would the government want 802.3bt POE++ 90 watt per port switch to eliminate the need for POE injectors and power supplies for heaters, which reduces two potential points of failure for each camera?

Response: Contractors are encouraged to provide their best proposals.

5. In Section B2.2 you have specs for 5 multi-sensor cameras and 3 PTZ, but on drawings there is a PTZ missing. Can you confirm on drawings the location of the additional PTZ?

Response: There is a total of five (5) multi sensors in total. Four (4) x P3735-PLE, and one (1) x Q6100-E. The Q6100-E is intended to have a PTZ (Q6135-LE)

6. There are two cameras located at camera 2 location on your map. There is a dome on side of the building at the corner and old Pelco looking at door under awning. Which of these is to be replaced? A 360-degree camera mounted on corner will not be able to see that door.

Response: The camera being replaced is the one viewing the door.

7. Is the PTZ camera going in the exact location as existing camera at the loading dock?

Response: Yes.

8. Section B2.2 specifies a 24U rack with fans, while Section D5.1 references a 72-inch rack on rolling casters. Given the limited space within the FPS Security Control Room, could you please clarify the required rack size and configuration?

Response: A standard 24U rack should be sufficient. Approximately 42-49 inch in height, 23-24 inch in width, and 24-42 inch in depth.

9. Section B2.2 specifies, 'Three (3) UPS (Uninterruptible Power Supply) battery backups, scalable to four (4) hours each.' Can you confirm whether any of the designated locations have generator power available? Additionally, is the four-hour scalability a strict requirement due to the absence of generator backup, or would a standard 15-minute runtime suffice in locations where generator support is present?

Response: The facility does have a generator. The two (2) workstations can utilize a standard 15-minute UPS, but the rack containing all the equipment will need a four (4)-hour UPS.

10. Given the limited space within the FPS Security Control Room, could you please confirm the size and configuration of the console desk? Additionally, are there any specific dimensional requirements or design specifications provided by the government that we should reference?

Response: The current desk is 4 ft x 2.5 ft. Any similarly sized Winsted desk with a console/computer mount will suffice.

11. Is the Government providing the surveillance hardware (cameras, NVR/DVR, cabling, connectors, conduit, etc.) and our team responsible for installation only?

Response: No, the government will not be supplying anything. The vendor will be responsible for sourcing and installation. If conduit is already in place and installed properly, it can be reused contingent on FPS TPOC Approval. Approx 100 ft flex would be required to replace the whips.

12. Or does our contract require us to procure and install all system components, including NVR/DVR, Cat-6 cable, connectors, conduit, power supplies, and related equipment?

Response: Yes. The vendor will be responsible for sourcing and installing everything.
