About this file
This is an Amendment to Solicitation document (Amendment P00002, effective 08/25/2026) for a Federal Law Enforcement Training Centers (FLETC) procurement and accompanying questions and answers clarifying solicitation requirements.
The solicitation seeks design and fabrication of 20 exterior-grade U.S. Government Property warning sign panels measuring 6 feet wide by 8 feet high, single-sided, portrait-oriented for facility entrance mounting. All fabrication, Government inspection, acceptance, and pickup must occur at the contractor's facility located within a 35-mile radius of FLETC Glynco, 1131 Chapel Crossing Road, Glynco, Georgia 31524, with completion required by September 30, 2026. The firm-fixed-price contract includes all costs for design, digital color proof, fabrication, exterior-grade materials, UV-resistant graphics, mounting holes, quality control, and protective packaging. Quotes must be submitted via email to ricardo.soto@fletc.dhs.gov by August 28, 2026 at 12:00 P.M. EST, with questions due by August 26, 2026 at 10:00 A.M. EST. Award will be based on best value evaluation considering technical capability (most important), production schedule, and price. The amendment provides 21 clarifying Q&As addressing material specifications (aluminum 5005-H32 acceptable with mill certifications), font requirements (Helvetica equivalents), color tolerances (±10% variance acceptable), proof revision cycles (one revision included), inspection standards (visual inspection), packaging solutions (cardboard with foam dividers acceptable), storage requirements (indoor preferred, covered outdoor acceptable), and payment terms (Electronic Funds Transfer upon Government inspection and acceptance of all completed signs with no partial payments permitted). The contractor remains responsible for sign protection and storage costs if pickup is delayed beyond September 30, 2026.

Below Q & A section.
# 1 Question: May we propose the panel thickness and aluminum alloy that we determine most suitable for 5-year UV fade resistance and outdoor durability, subject to Government approval in the digital proof phase? Will Government require mill certifications or third-party testing to validate durability claims?
# 1 Answer: Response: Government requires the signs to be specified for usage in an outdoor setting for traffic signage. Acceptable to propose sign material that meets suitable durability, such as aluminum 5005-H32 medium-strength alloy sheet with 0.080" to 0.125" (2.0–3.0 mm) for heavy-duty architectural, outdoor, and municipal traffic signage. Proposed solution will require mill certifications or third-party testing to validate durability claims submitted as part of the digital proof phase.
# 2. Question: Will Government accept modern sans-serif substitutes (e.g., Arial, Gotham, or proprietary font families) if we demonstrate visual equivalency in the digital proof? Are there any specific fonts that Government has pre-approved or explicitly rejected for previous FLETC signage projects?
# 2. Answer: Government will accept equivalents that closely match the Helvetica font.
Demonstration in the digital proof is acceptable. Government prior font acceptance is based on current signage is the Helvetica font family, (e.g. Helvetica Black-Regular, Helvetica-Regular, and HelveticaNeue-Bold).
# 3. Question: Will Government provide a Pantone/RGB color reference for each required color, or should we propose industry-standard colors in the proof for approval?
# 3. Answer: Government does not require a color reference for each required color, industry-standard colors are acceptable.
# 4. Question: If Government requests color revisions during the proof phase, how many revision cycles are included in the firm-fixed price, and what is the expected turnaround time per revision?
# 4. Answer: Government will complete color review during proof phase with one (1) potential color revisions during the proof phase if deemed necessary by the Government. Turnaround time from the Government will be within 24 hours during normal business days (Monday-Friday 6a to 6p).
# 5. Question: How many proof revision cycles are typically required (e.g., 1 round, 2 rounds, unlimited)?
# 5. Response: Government will complete color review during proof phase with one (1) potential color revisions during the proof phase if deemed necessary by the Government.
Turnaround time from the Government will be within 24 hours during normal business days (Monday-Friday 6a to 6p).
# 6. Question: What is the expected Government review/approval timeline (e.g., 3 business days, 5 business days)?
# 6. Answer: Refer to answer # 4.
# 7. Question: Will the Contracting Officer (Ricardo Soto) approve the proof, or will it escalate to Brian Coffey or another authority?
# 7. Answer: Government POCs listed will approve the proof.
# 8. Question: Can Government confirm a primary point of contact for proof approvals separate from the Contracting Officer for expedited coordination?
#8. Answer: Government POCs listed are the proof approvals.
# 9. Question: Are minor scratches or manufacturing marks (e.g., <1 inch in total length, not visible from 10 feet distance) acceptable, or does Government require zero visible defects under any magnification?
# 9. Answer: Government defines minor scratches or manufacturing marks as Surface Condition: Clean and smooth base metal. Bonding Impact: Zero disruption to adhesive contact.
Dimension Limit: Restricted to less than 1/8 inch.
#10. Question: What is the definition of "poor color quality"? Will Government accept ±10% color variance, or must colors match the approved proof within a tighter tolerance (e.g., ±5% Delta E)?
# 10. Answer: Government defines poor color quality as ±10% color variance as acceptable.
# 11. Question: Will Government conduct visual inspection per ANSI/ISPE standards, or does FLETC have internal inspection criteria we should reference?
# 11. Answer: Government will conduct a visual inspection.
# 12. Question: May we use standard cardboard boxes with internal foam dividers, or does Government prefer heavier protection (e.g., wood crates, pallet wrapping)?
# 12. Response: Government accepts solution that would minimize any minor scratches or manufacturing marks.
# 13. Question: Should signs be packaged individually or stacked (and if stacked, with protective layers between)?
# 13. Answer: Government accepts solution of individual or stacked, if stacked a protective layer that would minimize any minor scratches or manufacturing marks.
# 14. Question: Are we responsible for providing pallets, or will Government provide pallets at our facility for Government pickup?
# 14. Answer: Government will provide pallets for pickup.
# 15. Question: Should protective packaging remain in place during Government transport, or should signs be unpacked and inspected before pickup?
# 15. Answer: Government will conduct a full visual inspection of the front side (printed side) at time of pickup.
# 16. Question: Is payment due upon Government acceptance of all 20 signs at completion, or can we invoice for batches as completed (if approved by Contracting Officer)?
# 16. Answer: Payment will be made by Electronic Funds Transfer (EFT) upon Government inspection and acceptance of all completed signs. No partial payments will be made.
# 17. Question: Should the invoice reference CLIN 0001 and Solicitation Number 70LGLY26QGLB00049, and should it be submitted to the address in Block 18a (ricardo.soto@fletc.dhs.gov or another address)?
# 17. Answer:
INVOICE INSTRUCTIONS
The contractor is required to submit invoices via email to Ricardo Soto at Ricardo.soto@fletc.dhs.gov. The contractor shall prepare invoices in accordance with FAR 32.905, and one invoice will be permitted after government inspection and acceptance of all completed signs. The contractor is responsible for notifying the Program Office or COR when all signs have been completed and ready for inspection/pick-up.
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts.
At a minimum, a proper invoice shall include:
• Name and address of the Contractor;
• Invoice date and number;
• Contract number or Purchase Order;
• Description, quantity, unit of measure, unit price, extended price of the items delivered and detailed of service provided;
• Terms of any discount for prompt payment offered;
• Name and address of official to whom payment is to be sent;
• Name, title, e-mail, and phone number of person to notify in event of defective invoice; and
• Taxpayer Identification Number.
Important: No credit card payments will be made.
#18. Question. Will payment be made via Electronic Funds Transfer (EFT)? If so, should we provide EFT details in our quote or after award?
# 18. Answer. Payment will be made via EFT. All EFT details should be listed in the quote.
# 19. Question: If signs are completed by mid-September but not picked up until late September, should we store signs indoors (climate-controlled) or in a covered outdoor facility?
# 19. Answer: Completed signs shall be stored in a manner that protects them from damage, deterioration, weather exposure, moisture, and other environmental conditions until pickup.
Indoor storage is preferred; however, a covered outdoor facility may be acceptable if it adequately protects the signs and does not compromise their condition. The Contractor remains responsible for ensuring the signs are maintained in acceptable condition until Government pickup, inspection, and acceptance.
#20. Question: Are we responsible for protecting signs during storage to ensure they meet the 5-year UV fade-resistance standard at the time of Government acceptance?
# 20. Answer: Yes. The Contractor is responsible for protecting and storing the completed signs in a manner that prevents damage, deterioration, or unnecessary exposure prior to Government inspection and acceptance. The signs must meet all solicitation requirements, including the 5-year UV fade-resistance standard, at the time of Government acceptance.
# 21. Question: If Government pickup is delayed beyond September 30, 2026, do storage costs accrue to the contractor or Government?
# 21. Answer: The Government will not pay any storage costs. The Contractor is responsible for storing and protecting the signs until Government pickup, inspection, and acceptance, at no additional cost to the Government.
