Any changes to a proposal must be resubmitted as a revised submission with a statement to void the original submission. Only documents included in the revised email submission will be considered for evaluation. The Government should be able to reasonably identify each document and section and information to determine if all submission requirements are included without any follow up with the vendor. The Government holds the right to not evaluate any information submitted after the close of the solicitation date and time or any information not reasonably identified by heading, titles, and etc. Language updated in Section A.
3) When responding to Attachment 1, are Offerors to keep all information to a single page?
Answer: Attachment 1 is required to be submitted for evaluation. Attachment 1 must be submitted as part of your submission. The Government will only use information on Attachment 1 to conduct past performance evaluation. Any additional information will not be evaluated.

Answer: After a discussion with the activity, it was determined that changing the page requirement from “no more than 1 pages to no more than 2 pages was agreed due to the addition of the scenario questions. Language updated in Section A.
6) Can the Government please confirm that the contractor will not be given an office or laydown yard to park vehicles, containers, or equipment?
Answer: This is correct, see Part 3, paragraph 3.2 Government Furnished Items and Services,
7) Regarding the descriptions in 0001AD, 0001AE, 0001, AF, et seq. does the Government want the offeror to provide a narrative/explain how they are submitting the GA and profit calculations?
Otherwise in submitting the landfill tickets, in contract, the Government will not know what % the offeror bid for GA and profit.
Answer: The Government is amending the base and option year CLINS to be a total lump sum.
The GA and profit calculation is being removed. No calculations for the individual line item are required from the contractor for evaluation.
The lump sum values for each line item should be included in the pricing document for each performance year and overall total contract value. The Government has provided the lump sum amount CLINs 0001AD, 0001AE, 0001AF, 1001AD, 1001AE, 1001AF, 2001AD, 2001AE, 2001AF, 3001AD, 3001AE, 3001AF, 4001AD, 4001AE, 4001AF. Section B Pricing SF1449 has been updated.
8) Would the Government please extend the due date so the contractor can digest the full breadth and width of the QnAs?
Answer: No, the due date will not be extended due to the Questions/Answers. Interested parties had two weeks to submit questions.
9) Please advise why the POP for the base year for item #’s 0001AA- AK says 5/8/23-5/12/23 when Item # 0001 says 10/1/23-09/30/24? Might this be a typo?
Answer: The period of performance is stated in Section B #1. The Section B Pricing SF 1449 has been amended to reflect the estimated dates as intended.
10) Upon review of the CLINS and TE1, there is not a line item for relocating 8 CY containers.
Would the Government please consider adding this line item to the contract?
Answer: The Government reviewed and concluded that adding the line item is in the best interest of the Government. CLIN 0001AL, 1001AL, 2001AL, 3001AL, 4001AL will be added and will be evaluated for award. See details on Section B Pricing SF1449 for details. See Section D, PWS, Part 5, paragraph 5.5.2, Relocation of Containers.
11) Upon review of the CLINS and TE1, there is not a line item for the 4 – 8 CY lease dorm containers. Would the Government please consider adding this line item to the contract?
Answer: After review of the information, the Government intended for this to be included in Section B Pricing SF1449, CLINS 0001AA, 1001AA, 2001AA, 3001AA, 4001AA has been updated form a quantity of 83 to 87 to include the lease dorm containers as listed on TE#1.
12) In regards to landfill CLINS 0001AD, 0001AE, 0001AF, et seq. PWS 5.2.1 states, “Solid waste shall be taken to the site nearest in proximity to the Center unless evidence is provided in advance of transport to the CO that the disposal site will not accept the waste.” Historically, the MSW and C&D has gone to the Camden County Landfill which is approximately 41 miles one way from the FLETC. There are local disposal facilities in the immediate area; however, they are almost double the cost per ton increasing rapidly. This cost per ton will be even higher when compounding the G&A and profit on top of the respective line items. Will the Government please clarify that a local facility, even though significantly higher in cost, is where the contractor should bid disposing of the FLETC MSW and C&D?
Answer: The Government review the information and determined to clarify the language for Section D, PWS 5.2.1.1 has been updated to state “Solid waste shall be taken to the most cost effective landfill within a 50 miles radius (close proximity) to the Center, unless evidence is provided in advance of transport to the CO that the most cost effective disposal site will not accept the waste. The following was added to the language: 5.2.1.2 The Government deems a 50 mile radius of the Center close proximity and feasible for a vendor to perform multiple trips if necessary to complete mission requirements. Historically, Camden County Landfill has been the most cost effective location for FLETC.
13) In regards to the 5.6.2 Food Waste Collection, the 35 CY compactor at the Dining Hall currently has a contractor owned, odor spraying elimination system. The current set up has an electronic mister that sprays odor eliminating chemicals into the compactor. Will the Government please advise if this system should be written into the PWS specifications, or if this system can be eliminated on this contract?
Answer: The Government confirms that installation of an odor spraying elimination system into the compactor will be required. Language has been updated in Section D, PWS. 5.6.2.1 The thirty-five (35) CY compactor at the Dining Hall must have a contractor owned odor spraying elimination system installed into the compactor by the vendor at the beginning of the performance and ensure the system is in working condition at all times. Contractor must replace system if non-operational for more than 5 days at no cost to the government.
14) In regards to the 5.6.2 Food Waste Collection, the 35 CY compactor at the Dining Hall, historically, receives more liquid than a compactor should normally expect to hold. The food/drink for meals served at the facility are collected and thrown into the compactor. The liquid could be eliminated/reduced if the ice/drink was poured down the drain prior to disposal. Besides the liquid expediting the rust process/corrosion, this is important because the compactor contents may not pass the Method 9095B (Paint Filter Liquids Test). According to Georgia EPD Rule 391- 3-4- .04(9) and EPA Federal Code Regulations 40 CFR part 258.28 it is unlawful to dispose of “free liquids” in a MSWLF. “Liquid waste means any waste material that is determined to contain “free liquids” as defined by Method 9095B (Paint Filter Liquids Test).” The current landfill accepts the compactor currently, but may reject the compactor if it is not the proper consistency, and this problem needs to be corrected so the contractor can avoid this situation. In an attempt to follow the federal and state landfill restrictions, will the FLETC acknowledge this could become an issue, and at some point in time, instruct the Dining Hall to drain excess fluids before tossing them into the Dining Hall compactor should the landfill restrict disposal on the compactor?
Answer: At any point during the performance of the intended award, the Government will maintain open communication with the awardee to ensure all federal and state landfill restrictions are followed.
