Multiple Attachment 10 references, including the OF336, state they can be found at Section J, Attachment 10 [such as Sections H.43, H.44, H.46 through H.48.

These different references apparently cannot all be Attachment 10. There is a Declaration for Federal Employment (OF 306) as an Attachment 10, but it is not labeled OF336. Is the OF 306 the proper form and are the other Section H Attachment 10 references correct?

Answer: The pricing recap sheet list Optional Form 336 which is a continuation page for the Standard Form 1449. OF 336 is a different form from the Federal Employment Form OF 306 referenced in Section H.

66. Question: Per Amendment 0002, RFP [Page 30 Price Recap Sheet], the SF 1449 is referenced in the title. Does the government want offerors to fill-in the SF 1449 provided in the original announcement documents released before any Amendments?

Answer: Due to changes listed in Amendment 0004; the SF1449 was changed. Unless another Amendment is issued that changes the SF1449 (the form will be provided if changed in that Amendment); then the contractor should submit the SF1449 that is in Amendment 0004.

67. Question: Per Amendment 0002, RFP [Page 30] the Price Recap Sheet includes Base Year CLINs 0009 and 0010 and the Options Years include CLINs X009. All other CLINs are referenced starting at RFP Section 5.3 through 5.11 (Pages 58 to 65). What are the requirements associated with Base Year CLINs 0009 and 0010 and Options Years CLINs X009?

68. Question: What are the requirements and details associated with RFP ANNEX E Section E.8.1, [Pages 83, 84 and 85] addressing the Performance Requirements Summary, Lot Size Chart and AQL Chart? Will an annex E, Summary and Charts be provided in a subsequent Amendment?

Also on page 194 [Factor 4 – Price Proposal first (b) on the top of the page] states, “Offeror is required only to price the base period”. Please clarify the instructions associated with offeror’s pricing requirements over the period of performance.

70. Question: RFP Section L.7 - Price (Page 189) states, “Price proposal shall include price for the phase-in period, base period and all option periods”. (a) Given the RFP Page 30 Price Recap Sheet, should this phase-in period price be included in the Base Year cost?

Answer: As per Amendment 0004, phase in is included in the base period recap sheet.

As per Amendment 0004, CLIN 0010 has been removed. CLIN0009 is for phase in. An Offeror can use its own form and format to provide CLIN itemized cost. No, the price recap sheet and price detailed build-up/breakdown does not replace the requirement of a Supplies/Services schedule.

71. Question: RFP PWS Section 5.3 - RP Work Order (Page 58) states, “The Contractor shall create and maintain a Burn Rate Report Section J, Exhibit 7 based on. . . “. 6.4 (Page 70) calls for an Environmental and Safety Management Plan (EMP). Which plan or plans are required to support the contract? (b) Can the government provide a corrected table of Contractor Deliverables/Submittals?

73. Question: Amendment 4, Page 183 was changed to include “(Phase 1). An Adobe PDF document of the Offeror’s Representations and Certifications (Section K clauses filled in or statement that all representations and certifications are listed in System for Award Management (SAM). This information will not be counted as the seven (7) page limit.”

The Phase 1 Prior Experience Volume has to be Microsoft Office compatible (not Adobe PDF) per Page 184. Does the requirement mean that an offeror is required to provide a pdf document that includes an offeror’s representations and certifications with the Prior Experience Volume?

Answer: As per Amendment 0006, Representations and Certifications are to be Microsoft Office compatible.

74. Question: Will the agency accept a statement that the offeror self-certifies that its SAM registration is complete, accurate and current as well as include the following Section K excerpt statement, whereby the offeror fills in the blank the end of the following statement:(b) From page 160 - (2) The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ______________.

Answer: Yes.

75. Question: Amendment 4, Supply & Services schedule CLIN 0009 states, “As per Amendment 00004 this line item has changed [from Base Period] to Phase In . . . Period of Performance: 07/01/2020 to 07/31/2020,” and provides a CLIN Quantity/Unit in columns (C) & (D) to allow offerors to price this CLIN. Section F.3 on Page 84 states, “Phase In: 30 Days After Award (not separately price)”. Should an offeror price the July Phase In in the Supply & Services schedule in CLIN 00009 or not?

Answer: CLIN 0009 was the Detail Cleaning line item. CLIN0010 was Phase In.

Amendment 0004 deleted the requirement for Detail Cleaning. Due to that CLIN 0009 https://protect-us.mimecast.com/s/O2MVCqxMlxH8E05PTZGpPc was changed to Phase In and CLIN0010 was removed. Contractor should price CLIN 0009 Phase In. “not separately price” has been removed via Amendment 0006.

76. Question: Is the Phase In period as described in Section F.3 included in the priced 13-month Base Period described in Section F.3?

77. Question: Amendment 4, Page 35, Paragraph 1.7 of the Statement of Work, Project Manager (PM) and Alternate Project Manager (APM), requires that the PM have “a minimum of five years of experience as a manager or supervisor in a related field of comparable magnitude (management, administrative staff and 300+ part-time employees).” Will the agency consider revising the requirement of five years of experience downward? Our knowledge of the industry strongly suggests that there is nobody currently working in the field with that level of experience. In addition, we understand that the current PM for the incumbent has only recently begun performing management duties after being employed as a part-time role player. This suggests that the agency does not in fact require five years of experience for the PM position.

78. Question: Amendment 4, Page 35, Paragraph 1.7 of the Statement of Work, Project Manager (PM) and Alternate Project Manager (APM), requires that the PM have “a minimum of five years of experience as a manager or supervisor in a related field of comparable magnitude (management, administrative staff and 300+ part-time employees).” Does the description of 300+ part-time employees represent the minimum experience to be considered comparable, or is it within a range that would be considered comparable?

79. Question: Amendment 4, Page 35, Paragraph 1.7 of the Statement of Work, Project Manager (PM) and Alternate Project Manager (APM), requires that the APM have “a minimum of 2-3 years’ experience in a related field of comparable magnitude.” Will the agency consider revising the requirement of two to three years of experience downward?

Our knowledge of the industry strongly suggests that there is nobody currently working in the field with that level of experience. The fact that the incumbent contractor does not have the experience to meet the current requirement as written suggests that the agency does not in fact require two to three years of experience for the APM position.

80. Question: Amendment 4, Page 36, Paragraph 1.8 of the Statement of Work, Quality Control Manager (QC), requires that the QC must have “a minimum of three years of consecutive employment in a position with comparable responsibilities in quality control management within the last five years.” Will the agency consider revising the requirement to three years of experience within the last 10 years?
