70FBR9R00000003 Proposal Preparation Instructions Attachment 02

The contractor’s response must be submitted in two parts (separate PDF files): a technical proposal and a price proposal. Each volume shall be separate and complete so that evaluation of each may be accomplished independently. Both the technical proposal and price proposal shall be submitted via email to the Contracting Officer. Omit all pricing details from the Technical Proposal.

Proposal Requirements

Technical Proposal

Contractors are required to submit a comprehensive and complete technical proposal that demonstrates their ability to provide the recreational vehicles as described in the subject Statement of Work. Contractors must be responsive to all the requirements of this notice and provide sufficient information to allow evaluation of the technical quotation per the evaluation factors. The technical proposal is expected to contain written and visual material. It must be concise, well written and presented in a clear straightforward manner. The technical proposal shall be prepared using the following guidance:

The maximum length of the submitted technical quotation shall be limited to five (5) single-sided pages including all tables and figures. The technical quotation shall be submitted on 8 ½" x 11" pages, using no less than ten (10) point character size and no less than an average of 3/4" around each page for margins.

Page numbers shall have no less than a 3/8" margin from the page edge. Tables and figures shall use no smaller than ten (10) point character size and must be clear and readable. The following items are excluded from the above stated page limitation: letters of transmittal, cover page, table of contents, resumes, representation and certification information and blank pages. Contractors are required to adhere to all of the aforementioned page limitations. Information found on pages that exceed any page limitation will not be considered.

The Technical Proposal shall include:

1. The table that is described in the Statement of Work (but not the same table that is required for the price proposal).

2. A copy of the offeror’s license issued by the State of California, Department of Motor Vehicles authorizing the offeror to sell new recreational vehicles in the State of California and showing the business address which is the same as the business address of the offeror.

3. Proof that the offeror is an authorized or licensed dealer for all of the recreational vehicles offered

4. Delivery schedule for the offered recreational vehicles based on a time starting with a task order award.

Price Proposal

The contractor shall submit pricing for all items being requested for this requirement. Ensure prices are based on the types of trailers as described in the subject Statement of Work.

The price proposal shall be submitted on 8 ½" x 11" pages, using no less than ten (10) point character size and no less than an average of 3/4" around each page for margins. Page numbers shall have no less than a 3/8" margin from the page edge. Tables and figures shall use no smaller than ten (10) point character size and must be clear and readable. The page limitation does not apply to price quotation information. Price Proposals may be submitted in Landscape or Portrait paper format based on facilitating readability of the information provided.

The total prices are for evaluation purposes only, and does not guarantee that all units will be ordered.

However, prices provided will be used to establish IDIQ award(s) and shall be honored by the contractor.

The Price Proposal shall consist of two tables. Table one shall consist of all current inventory that the contractor proposes to make available to be government at the time of contract award. Table one will not be used as part of the price evaluation for the base contract award but will be used by the government to make plans for delivery order awards under this contract and to provide for prices that shall be honored by the contractor for purposes of the IDIQ award.

Price Schedule is required to be completed by contractors for proposal pricing purposes only. The Government understands that trailer inventories may vary between contractors.

However, for price proposal purposes it is necessary to complete table two based on your least expensive units that meet all Government specifications for each of the market basket requirements. The contractor’s total evaluation price shall be the sum of the travel trailers proposed as part of the market basket in table two plus any applicable delivery charges. The market basket is created by dividing travel trailers into categories based on the number of people that a travel trailer can sleep using FEMA’s definition and NOT the industry standard definition. (Please see the FEMA definition of sleeping areas and number of people that can sleep in a travel trailer in the Statement of Work.) The offeror shall provide five (5) travel trailers for each of the following categories for Table 2:

• Sleep Two (2)

• Sleep Four (4)

• Sleep More than Four (4)

How to count the number of people that can sleep in an RV:

Main Sleeping Area: The main sleeping area sleeps two people, irrespective of bed size (king, queen, or double).

Second Sleeping Area: A secondary sleeping area that sleeps one or more individuals and is composed of a bed, a bunk, or a bunk bed. For example, two double width bunks set one over the other sleeps four people;

two single width bunks set one over the other sleeps two people; one single bunk set over one double bunk sleep three people.

Total number of people to sleep in an RV = Main Sleeping Area + Second Sleeping Area

Delivery fees will be calculated based on an estimated delivery of each trailer to the delivery location specified in Attachment 04 - Statement of Work.
