RFP QUESTIONS (DR-4404-MP)

Solicitation #70FBR921R00000003

Question Number Question/Comment Document, Page #, and Section FEMA Response

What does “material only” mean in the detail of the scopes?

Scopes When you see the “material only”, that means FEMA will furnish that material(referred to as Government Furnished Material-GFM ) to the contractor, therefore, you would only calculate your labor vs labor and material in your bid for those particular line items.

As per SOW, a new Septic system is to be built for this property. It was also mentioned as per FEMA that this lot might have new house to be built and tied to the new Septic System for this property. Do we consider this in the calculation of the size of the septic system? If yes, how many bedrooms will it be? Please advise, as this repair house itself already has multiple bathrooms.

House 412616775 Scope

The new septci system will be used by seven (7) people between the two households. Two (2) individuals from 412616775 and five (5) from the other property sharing the septic system.

Please advise if the flooring at 2nd floor as well as the wood structure supporting it is to be retained or repaired/replaced.

Might need to check if these are still good once project is awarded since the Ceiling is included in the SOW hence warranty is one of the concerns.

House 504434849 Scope Not Applicable. This house was removed as part of Amendment 1.

Would a JV be acceptable to meet the local set-aside requirements, assuming the local contractor retains the majority in the JV? If so, what are the requirements?

Contractors should review RFP Provision 52.226-3 to ensure compliance.

Could the bonding for the JV be provided in accordance with the % ownership of the entities within the JV, or does the local contractor have to bond 100% of the project amount?

The legal entity on the award document would have to come up with the bonding.

For letters of credit and bank guarantees, are banks chartered and licensed within the CNMI acceptable financial institutions to provide this?

Refer to FAR 52.228-15. Contractors can follow the link in the clause to Treasury Circular 570 to ensure an entity is listed.

We would just like to confirm with FEMA regarding the Approximate Start Date and Completion date of this contract below.

Period of Performance: Base: 195 calendar days Approximate Start Date: September 2, 2021 Approximate Completion Date: March 15, 2022

Yes. These approximate dates are correct.

8 May we also ask if the bid bond will be only for the 17 homes or will it include the 5 Option homes as well.

The bid bond shoulbe be for the base 17 homes.

Note: The option amount has been reduced to four homes.
