About this file

This document is an Amendment 0001 Questions and Answers (Q&A) spreadsheet for a FEMA disaster relief procurement for the Crow Tribe of Montana. The solicitation seeks multiple vendors to provide manufactured housing units, tiny homes, and travel trailers to replace housing damaged by severe storms and straight-line winds in August 2024. Key details include establishing a Blanket Purchase Agreement (BPA) for up to 29 housing units, with subsequent task orders to be issued, and a BPA ordering period through May 15, 2026.

The procurement is a small business set-aside with specific technical requirements, including HUD Code compliance, wind zone ratings up to 110 mph, 60 psf snow load, and meeting "safe, sanitary, and functional" standards. Contractors will be responsible for demolition, site preparation, unit delivery, and installation, with performance periods starting at task order award. The government intends to award multiple BPAs, with future requirements to be competed among BPA holders through subsequent Requests for Quote (RFQs). The RFQ response deadline is extended to 11/12/25 at 2:00 pm MST, and no progress payments will be authorized, with invoicing permitted only after units are ready for occupancy.
