The document addresses five key inquiries from potential offerors regarding facility access, contract history, inspection scheduling, and personnel requirements for conducting inspections at the FEMA Thomasville Facility Response Center located at 436 S. Pinetree Boulevard, Thomasville, GA 31792.
Key requirements established through the Q&A include: all contractor personnel accessing the site must undergo a thorough background check, with Facility Access Request forms to be provided upon contract award and requiring Social Security Numbers for the background check process; this is a recompete of an expired previous service contract, and FEMA can provide previous service dates and inspection records upon request; the facility contains one air sampling unit and one annunciator panel; all work must be performed during normal business hours and must be coordinated through the designated FEMA Point of Contact; and contractors should reference inspection tags and FEMA's historical invoices for prior service dates to prepare accurate quotes. The government indicated it cannot share previous inspection reports due to vendor information restrictions but provided a device list from inspection forms to assist offerors in developing their proposals.

Solicitation 70FBR426Q00000023 — FM200 Fire Suppression System Inspections Questions and Answers
QUESTION 1 — Facility Access / Security Requirements:
Does the contractor's technician require a background check, security clearance, or advance badging approval prior to gaining access to the FEMA Thomasville FRC at 436 S. Pinetree Blvd., Thomasville, GA 31792? If so, please describe the process, timeline, and any required forms or sponsoring agency procedures the contractor must initiate prior to the first inspection.
A thorough background check will be required for all personnel accessing the site. The contractor that is awarded the contract will be required to have facilities access request forms submitted and approved prior to performing any work on the site.
QUESTION 2 — Incumbent / Prior Contract History:
Is this a recompete of a previously awarded contract? If so, can the Government confirm whether an incumbent contractor is currently performing this requirement, and whether prior contract performance data or equipment service history will be made available to the awardee at contract kickoff?
This is a recompete from a previous service contract that expired. FEMA can provide previous service dates for the FM200 inspections. Dates are posted on inspection tags and FEMA has the invoices with the service dates that can be retrieved if needed.
QUESTION 3 — Prior Inspection Reports / Device Counts:
Can the Government provide previous inspection reports for the FM200 Fire Suppression System and the Pro2000D Air Sampling Center? This information will assist offerors in confirming device counts and identifying the months in which inspections are currently scheduled, which is necessary to submit an accurate and complete quote.
There is only one air sampling unit and one annunciator panel. The inspection reports have vendor information that I can’t share. See attached Device list taken from inspection form.
QUESTION 4 — Hours of Performance:
The solicitation does not specify required hours of performance. Can the Government confirm whether inspections must be performed during normal business hours, or whether the contractor has flexibility to schedule inspections outside of standard operating hours if needed?
Work shall be performed during normal business hours.
QUESTION 5 — Facility Access / Site Check-In Requirements:
Are there any special safety training, background check, badging, or check-in requirements that contractor technicians must complete prior to gaining access to the FEMA Thomasville FRC? If so, please describe the process, any required forms, and the timeline for completing access requirements before the first inspection can be performed.
Background checks will be performed for all personnel requiring site access. Inspections are to be performed during normal business hours and shall be coordinated through the designated FEMA POC for the contract.
Facility Access Request forms for the background checks will be provided upon award of the contract. These forms do require SSN (PII) information for the required background check.
