About this file
This is a Q&A document for FEMA Direct Lease Program solicitation #70FBR124Q00000002, containing four vendor questions and FEMA responses. The questions address specific aspects of the direct lease program, including fee calculations, rent pricing relative to Fair Market Rent (FMR) limits, unit classification criteria, and property availability timing.
Key details from the responses clarify that the 12-month fee includes monthly totals plus a one-time setup fee, FEMA will evaluate properties exceeding FMR 125% with proper rental price justification, and defines studios as single large spaces without separated rooms. FEMA notes they are seeking immediately available units to house disaster survivors without delay. The Q&A submission deadline is February 24, 2025 by 12:00 PM EST.

RFQ QUESTIONS (DIRECT LEASE)
Solicitation #70FBR124Q00000002
Question Number Question/Comment FEMA Response
1 Does the 12 month fee in column X include the one time set up fee?
Yes, you will multiply your monthly totals by 12 to get your annual amount and then add in the one time set up fee since that is not charged monthly but once.
If the rent is marginally more than the FMR 125% (e.g., $10), can the unit still be considered if we can provide a discount on property management fees or furnishing? If so, what would you suggest we do given that the proof of the rental price is being requested and it would therefore be above the FMR.
FEMA will evaluate all proposed units and take all factors in consideration when evaluting proposed property and the needs of the household composition.
FEMA understands all properties based on location may not fall within certain price ranges which is why proof of rental price is being requested to justify your proposed.
What distinguishes a 1 bedroom from a studio? We have a unit that has a separate bedroom from the kitchen, bathroom and living space. However, the bedroom does not have a closet and a wardrobe would be needed. Would this qualify as a 1 bedroom?
A studio does not have a separation of spaces or full applicances in some instances and is typically one large space.
Please provide images for this property for the team to gather an understanding of the space and will determine if it meets the HUD standards and Direct Lease Program
4 What happens if the availability changes between now and March 3rd?
FEMA understands that properties are needed by the community and may become unavailable during this process and will try to secure another unit that meets the need of the applicant if the availability date is beyond what is deemed an acceptable delay.
We are requesting immediate readily available units so as to not delay housing disaster survivors.
