RFQ QUESTIONS (DIRECT LEASE)
Solicitation #70FBR124Q00000002
Question Number Question/Comment FEMA Response
Can you explain what is meant by minimum of 10 units, maximum of 20 units? Are you only looking for a min of 10 units and max of 20 units across all the counties or is this per county?
This RFQ is currently requesting 20 units in total but would like offerors to provide at least 10 units out of the 20 that property owners are willing to make AFN adjustments.
Can you explain columnz Z-AR in the spreadsheet? I understand that leases need to be 12 months with the option to extend for 6 months but it's not clear how that relates to columns Z-AR especially since it's divided into 3 month chunks.
The base contract will be 12 months and if there are applicants that require additional rental assistance beyond those 12 months then FEMA will exercise the first Option period for three (3) months and if additional assistance is needed past the first Option, then FEMA has Option period II to exercise for another three (3) months. Since this is a firm fixed price contract, unless there is a change in the FMR rate then the proposed rates will be used if an option is needed. These rates can be the same as the base but cannot exceed the allowed 125% FMR.
3 Under what conditions can we exceed the 125% FMR limit?
DR4830-GA is only allowed to up to the 125% FMR rate and is currently not accepting units beyond that amount but FEMA is also asking Contractors to propose units at 100% FMR if available.
Can you provide examples of reasonable modifications for an eligible applicant with access or functional needs?
An applicant's need my vary but some request include grab bars and an ADA compliant shower chair being added to showers, a ramp if an individual has a wheelchair
