About this file
This is a Questions and Answers document for RFQ #70FBR124Q00000002 related to FEMA's Direct Lease Program for disaster relief operations in Georgia. The document addresses seven vendor questions regarding property requirements, locations, and program specifications.
Key clarifications include: FEMA is seeking 20 total properties across all disaster-declared counties (not 20 per county), with particular focus on Coffee and Lowndes Counties though properties can be 30-60 minutes away from these areas. Pre-award inspections will be conducted before properties are added to contracts, which have a 12-month base period. Properties may be released early if applicants find permanent housing solutions. The solicitation due date is February 28, 2024 at 12:00 PM EST, with questions due February 26, 2025. Additional details about required furniture items and ADA modifications are available on SAM.gov, and sample leases will be provided to awardees.

RFQ QUESTIONS (DIRECT LEASE)
Solicitation #70FBR124Q00000002
Question Number Question/Comment Vendor Recommendation FEMA Response
Page 4 Attachment 1 - specifies 20 potential direct lease properties, can you provide clarity if the government is asking for 20 properties in each disaster county?
The Government is requesting 20 properties total and can be located in any of the disaster declared counties.
The Government does not require 20 properties in each disaster declared county.
Attachment 1 - Page 4 Section (a) specificies 20 units in Coffee and Lowndes Counties. Is the government's initial requirement for 20 direct lease units in Coffee and 20 direct lease units in Lowndes counties.
Units can be provided for all disaster counties listed but the Government wanted to share with the offerors that those were the counties with a higher need but proposed units can still be 30-60 minutes from those counties as well.
3 Can you provide a sample copy of the lease for review?
Sample of leases will be provided to the awardees.
Is there flexibililty with the timelines based on contract award and scheduling of service delivery?
The dates provide are only anticipated/estimates but the solicitation due date is still set for this Friday, February 28, 2024 by 12:00 pm EST.
5 Will the governmnet conduct a pre-award inspection to deem a property acceptable?
The industry standard is for vendors to sign leases with properties upon contract award and comit to a 1 year lease.
Vendors schedule furniture/houseware/inspections for occupancy and delivery of services. Pre-award inspections minimizes the risk to the vendor and government.
Pre-inspections will be conducted to deem properties feasible for the direct lease program and only then will they be added to a contract for a base of (12) months and based on the needs of the applicant.
Property owners should always understand the possibility that the full 12 months might not be needed if the applicant has repaired their damaged dwellings or found other permanent solutions and at that time if the property does not meed the household composition of another applicant that property will be released from the direct lease program.
