About this file
This is a Questions and Answers document for RFQ #70FBR124Q00000002 regarding FEMA's Direct Lease Program. The document contains two questions from vendors and FEMA's responses related to pricing requirements for furnished rental properties.
The Q&A clarifies that rental rates cannot exceed the Fair Market Rate (FMR), even for furnished properties. FEMA instructs vendors to itemize their pricing by breaking out the base rental rate and furniture fees separately on the required spreadsheet. Using an example, FEMA explains that if the FMR is $5.00 and a furnished unit costs $7.00 total ($4.00 rent + $3.00 furniture), vendors must itemize these components separately. RFQ QUESTIONS (DIRECT LEASE)
Solicitation #70FBR124Q00000002
Question Number Question/Comment FEMA Response
We submitted during the sources sought timeframe. I noticed in the RFQ Q&A there was mention of 100-125% availability of FMV for properties. All of our submitted properties are over the threshold since they are fully furnished. I have reason to believe the FMV is based on unfurnished properties. Is that accurate? We would like to submit what we have, however there is concern it won't be considered. Please advise if we should submit based on our sources sought prices we provided.
You will need to itemize the pricing.
Rental rates cannot exceed the allowed FMR which is why the spreadsheet is broken out to capture pricing for each category.
2 Are you saying the itemized total cannot exceed the FMR? Or just the monthly base rental price?
The rental rate for all proposed units cannot exceed the FMR rate, meaning if the FMR rate is $5.00 and your units are $7.00 ($4.00 for monthly rent and $3.00 for furniture) please break out those cost on the spreadsheet.
Under the monthly rental rate you will put $4.00 and under the furniture fees you will put $3.00.
I understand your furniture is inclusive of your rental rate but that rate cannot exceed the FMR so you will need to itemize those prices unless your rental rate plus furniture falls below the FMR rates.
