| Question Number | Question/Comment | Vendor Recommendation | FEMA Response |
| 1 | In order to be in compliance with the Federal Government's methodology for going about this, how/where is the vendor's commission or fee denoted for this proposal? I'm not clear about this. | Please see "Property Mgmg Fee" referenced in the (SOW Exhibit 5 - Individual BPA North Carolina Direct Lease Price Listing DR4827NC) within the solicitation posted on SAM.gov. | |
| 2 | Does the contractor need to submit proposals for all counties listed in the solicitation, or can we choose specific counties we are interested in? | Pg 3., of the solicitation states: "The Contractor shall identify multiple potential direct lease properties that are under their |
management and close to the damaged dwellings and located within reasonable commuting distance to community and wraparound services, such as accessible public transportation, schools, fireand emergency services, grocery stores, etc.," One county or all counties.
| 3 | Will proposals covering fewer counties be evaluated differently compared to those covering all counties? | See answer #2. One or all counties. Proposals covering fewer counties will not necessarily be evaluated differently than those covering all counties, as long as they meet the requirements and objectives outlined in the solicitation. If your proposal covers fewer counties, it will be evaluated based on your ability to effectively deliver services within the proposed areas, but this does not inherently disadvantage your proposal in comparison to others. |
| 4 | For units requiring ADA modifications, will FEMA provide specific guidelines, or should the contractor coordinate modifications directly? | See page 5. Access and Functional Needs. For units requiring ADA (Americans with Disabilities Act) modifications, FEMA will provide specific guidelines regarding the scope and requirements of the necessary modifications. These guidelines will outline the necessary standards for accessibility, ensuring compliance with ADA regulations. |
Contractors are expected to coordinate and implement these modifications according to the provided guidelines, ensuring that all work meets the required ADA standards. In some cases, FEMA may also provide additional technical assistance or guidance to ensure that modifications are completed in accordance with federal and local requirements.
5 If extensions beyond the initial 18-month term are required, will there be adjustments to lease terms or pricing? "FEMA will have the option to extend the Direct Lease Contract, if FEMA extends the period of assistance beyond 18 months. FEMA and the Owner/Property Management Company will negotiate an up-front month to month Option Contract Line Item Number (CLIN) to be utilized if the next POP is anticipated to be less than 90 Days." - Please see the (SOW Exhibit 2 - Direct Lease Contract Terms and Conditions) within the solicitation posted on SAM.gov 6 Are site inspections of proposed units required before the RFQ submission deadline? No. "The Owner will ensure the units are ready for occupancy within 3 days of the date the Direct Lease Contract is executed, unless the unit requires modifications or improvements to accommodate an Applicant or household with access and functional needs." - Please see the (SOW Exhibit 2 - Direct Lease Contract Terms and Conditions) within the solicitation posted on SAM.gov
| 7 | Are there any specific reporting or compliance requirements for contractors managing properties across multiple counties? | Please see pages 6-19 in the (DR-4827 NC Direct Lease SOW100 Unit_123124 Rev 1) within the solicitation posted on SAM.gov. |
| 8 | Is there any preference for contractors partnering with local property management companies in the listed counties? | As outlined in the solicitation, there is no explicit preference or requirement for contractors to partner with local property management companies in the listed counties. However, contractors are encouraged to demonstrate in their proposal how they plan to effectively manage services in the specified areas. Note that the evaluation criteria primarily focus on the qualifications, experience, and proposed approach of the contractor, including the ability to meet the requirements set forth in the solicitation. |
| 9 | Will FEMA provide onboarding resources to help contractors meet HUD and FEMA standards? | Please see the (SOW Exhibit 3 - Direct Lease Property Inspection Checklist HUD) within the solicitation posted on SAM.gov. |
| 10 | How would you like the proposal submitted? | Please follow the specified format and submit your proposal via [electronic submission portal/email. Ensure that all required documents, including all required attachments are included in your submission. The proposal should be submitted by the specified deadline of [January 13, 2025] 5:00PM EST, and it is important to adhere to the format and submission requirements to avoid being found nonresponsive. |
| 11 | What documents and attachments should be included besides 5,6, 7, 8, and 9? | See page 47., 5 - Instructions to Quoters & Evaluation Criteria and Basis for Award (6) d., completed. |
| 12 | Could you please clarify if a weather radio is still required for the unit if it is equipped with a TV? | TV's are not required. A weather radio is even if a TV is in the unit. |
| 13 | Is there an incumbent contractor currently performing these services? | Yes. |
| 14 | If so, could you kindly provide the contract number and the total contract value? | Recompete Process and Transparency (FAR 15.403-5 and FAR 15.403-1) |
When a contract is being recompeted, pricing from the current contract is not automatically disclosed to prospective offerors. The incumbent contractor’s pricing is not shared as part of the solicitation process, as it could influence the competitiveness of the bidding process.
The government is required to follow competitive procurement rules and procedures to ensure a fair evaluation process. Pricing information from an incumbent contract is considered confidential and protected under FAR 15.207.
The FAR also stipulates that only general information necessary to evaluate the solicitation should be provided, and specific pricing data from the current contract is typically not required for such disclosures unless it is part of the public record.
15 When paying the first month's rent and the last month's rent required by the landlord, will that payment be made by FEMA or the incoming tenant? FEMA. "The Owner will not charge the Applicant rent or security deposit during the term of the Lease agreement." - Please see the (SOW Exhibit 2 - Direct Lease Contract Terms and Conditions) within the solicitation posted on SAM.gov 16 Will different families be occupying the property during the one year lease period? Possibly, "If a unit becomes vacant during the term of the contract, FEMA reserves the right to place another eligible Applicant in the unit". - Please see the (SOW Exhibit 2 - Direct Lease Contract Terms and Conditions) within the solicitation posted on SAM.gov
| 17 | What exact documents are needed for the initial submission? | See page 47., 5 - Instructions to Quoters & Evaluation Criteria and Basis for Award (6) d., completed. |
| 18 | Is the Figure 1 Table FMR prices based on vacant properties? | The Figure 1 Table FMR prices typically reflect the Fair Market Rent (FMR) rates set by the Department of Housing and Urban Development (HUD) and are not specifically based on whether a property is vacant or occupied. These rates represent the standard rental values for properties in a given area and are used to determine rental assistance levels and housing affordability programs. |
The FMR prices are intended to reflect market conditions and provide a benchmark for rental rates in a particular region, regardless of vacancy status. They are calculated based on various factors, such as location, property type, and market trends, and are used for housing assistance programs.
