About this file

This document is a Questions and Answers attachment for a parking lot resurfacing project at Blue Ridge Community College (BRCC) by the Federal Emergency Management Agency (FEMA). The Q&A addresses seven key inquiries, including details about 402 tent spikes driven into the parking lot during its use as a responder camp, confirmation of a comprehensive 2-inch milling of the entire parking lot, and clarification on subcontracting limitations and on-site supervision requirements. The related federal contract opportunity is a $250,000-$500,000 construction solicitation (70FBR425B00000009) set aside for Service-Disabled Veteran-Owned Small Businesses, with a 45-day performance period from 08/18/2025 to 10/01/2025. The project involves resurfacing and striping the BRCC parking lot after damage from Hurricane Helene, including milling existing asphalt, repaving, painting new lines, and installing new signage to restore the parking area's functionality and safety.
