About this file
This document is a Questions and Answers (Q&A) attachment for a parking lot resurfacing project at Blue Ridge Community College (BRCC). The Q&A addresses seven key questions regarding the project, including details about tent spike damage (146 spikes identified), scope of work, stormwater system maintenance, curbing repairs, subcontracting limitations, on-site supervision requirements, and project coordination contacts. Specific technical details include milling the entire parking lot down 2 inches, repairing stake holes, and maintaining the existing stormwater system.
The associated federal contract opportunity is a FEMA solicitation (70FBR425B00000009) for parking lot resurfacing, set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) in North Carolina. The project involves rehabilitating a parking lot used as a responder camp during Hurricane Helene, with a 45-day performance period from 08/18/2025 to 10/01/2025. The estimated project value ranges between $250,000 and $500,000, with a site visit scheduled for August 07, 2025, and bid submissions due by August 29, 2025. Recent amendments expanded the set-aside eligibility statewide and provided detailed documentation of stake hole damage.

Question 2:
Is there an accurate map that shows the full area of work, including the ingress and egress points of the parking lot?
Government Answer: Areal map (Attachments I thru 5) and statement of work (SOW).
Question 3:
Will stormwater plans be included in the scope of work?
Government Answer: No improvements to the stormwater system are required. The existing stormwater system will be maintained as is.
