| Plastic Sheeting Questions and Answer Sheet | ||||
| Question Number | Page Number | |||
| Questions | FEMA Response | |||
| 1 | Page Number 44 RFP | |||
| The Government seeks 40,000 units every 30 days. Does the Government realize that for the first shipment there is a 2 week ramp-up period before any rolls can be produced? After that there is continuous supply of 25,000 rolls available every 30 days. The initial ramp-up period of 2 weeks would require contractors to hold 21,000 rolls of inventory against a guranteed minimum of $5,000. | Current market reasearch has shown that industry is capable of supporting this requirement therfore requirement will not change. | |||
| 2 | Page Number 44 RFP | |||
| Would the Government reduce the 30 day quantity to 25,000 rolls? | Current market reasearch has shown that industry is capable of supporting this requirement therfore requirement will not change. | |||
| 4 | Page Number 44 RFP | |||
| Would the Government allow for a 2 week ramp-up period when the first order is placed each hurricane without invoking the $5 per day liquidated damages clause? | FAR 52. 211-11 Liquidated Damages states there will be a per day charge if you cannot fulfill the requirement in with the allotted that will be stated in the contract. | |||
| 5 | Page Number 44 RFP | |||
| If contractor is required to inventory rolls, would FEMA advise how many rolls it currently has in its own inventory so the contractor can make the determination if contractor inventory is likely to be purchased within 5 years? | FEMA's organic is not a concern of the vendor. If FEMA decides to store inventory at vendors location, FEMA will provide vendor with required quantities. | |||
| 6 | Page Number 44 RFP | |||
| Requirement to deliver 6,000 units within 10 days. Will the Government agree to pay for this inventory in advance and the contractor will store for FEMA for future delivery? With a guaranteed minimum of $5,000 and the investment required to hold 6,000 rolls, it is difficult for any contractor to inventory 6,000 rolls that might never sell | There is no requirement to pre-pay vendor. Based on current market reasearch it has been determined that industry can support requirement without FEMA pre-pay. | |||
| 7 | Page Number 44 RFP | |||
| Does the Government relalize that with the wording of the current draft, the contractor would be required to inventory 21,000 rolls of plastic sheeting or be subject to $5 per day, per roll, in liquidated damages if the 6,000 rolls and the 40,000 rolls are ordered together. This could amount to millions of dollars in damages if 21,000 rolls are not held in contractor inventory against a guaranteed minimum of $5,000. | SOW E.1 states the following capability. Please refer to that section. | |||
| 8 | Page Number 44 RFP | |||
| Would the Government change the guaranteed minimum to 30,000 rolls for the contract? | Governments minimum will remain at 72 individual units. | |||
| 9 | Page Number 24 RFP | |||
| Will the Government explain excusable delays where liquidated damages would not be charged? | FAR 52. 211-11(c) explains that contractor will not be charged if the delay in deliver is out of the vendor's control. This is the only time the vendor will not be charged liquidated charges. | |||
| 10 | Page Number 9 (SOW) | |||
| The SOW contains a clause to potentially prepurchase plastic sheeting.. Depending on the quantity pre-purchased, this could easily exceed what a contractor could store.. The solution would be for the contractor to store the rolls at a licensed, bonded 3rd party facility.. There would be a monthly charge for the storage from the facility. Suggestion is to add a provision to the contract adding the ability for the Government to pay for monthly storage of prepurchased rolls of plastic sheeting. The suggested method would be a monthly charge for each pallet. | FEMA may prepurchase plastic sheeting to be stored at a vendors location. FEMA will not dictate to a vendor storage process. | |||
| 11 | how might we be able to see a sample roll? We can purchase a roll, we can have a roll sent to us and returned to FEMA warehouses, or if there might be a local warehouse, we might even be able to personally just visit the warehouse. Being able to see a currently used and accepted roll may be imperative for ultimate clarification on lists of matters, and allow us to properly respond to this solicitation. | Visitation is not required. Please follow specifications within RFP. | ||
| 12 | SOW general/p.3&4 | can you please clearly confirm material of sheeting, and specifications? (polyethylene, 20”x100”x[thickness]; simple sheeting, or custom/embossed/’reinforced’?). If the sheeting is low density polyethylene, and the thickness is supposed to be 10mil as per the spec sheet, then the weight would be 96lbs; however, the same spec sheet says that rolls shall not exceed 70lbs (and the required pallet weights match the ~70lbs/roll average). | Please see iten specification within RFP. | |
| 13 | see p. 8/9 | is the price based on this contract, or based upon later issued ‘rfps’? (as discussed in ‘delivery order process’, p.8/9) | Price is based on the pricing establshed at the IDIQ level | |
| 14 | SOW Pricing/frieght breakdown. General: some information starting on p.5 | we do not fully understand the freight requirements, and how to break down pricing. Please clarify. (we can determine a price for the sheeting, and incorporate freight quotes for shipment to each individual location listed, but not entirely sure what else is being requested based on the SOW and price sheet alone). FEMA previously had a single solicitation destined for PR (last year?), and we recall that shipping was not an option (as no carriers were going into the affected areas); are we supposed set up direct shipments in such situations, are is FEMA handling this? We have not yet directly supplied, so are not yet educated as to your procedures and expectations. | This information is located in the FAR. | |
| 15 | might you have pricing from previous contracts, and/or recent actually paid pricing for these rolls? (or how/where to obtain such information) | FEMA does not provide historical data. | ||
| 16 | SOW see p. 4 | the solicitation briefly mentions ‘prepaid product’. Having ‘6000 rolls’ available for delivery within 10 days may clearly require product to be prerun and sitting on the floor of shipping indefinitely. We can consider housing product for potential release, but would this product all be prepaid? We cannot run product if it will never be purchased and eventually sent to scrap. | Pre-purchasing applies to optional Vendor Management | |
| 17 | Section E - Solicitation Provisions - page 43 | The “Volume I” section (and “Factor 1” section) state Offerors must complete the “Technical Capability Checklist (Attachment 2) and submit with their Technical Proposal. However, Attachment 2 in the beta.SAM.gov listing is the “CLIN Pricing Sheet” and it does not list a Technical Capability Checklist. Should we create a “Technical Capability Checklist” from the information referenced in the RFP pages 51 through 53? | Vendors are to submit their company's technical capability checklist with all other checklist. | |
| 18 | Section E - Solicitation Provisions - page 43 | The “Volume II” section states Offerors must complete Worksheet I and Worksheet II in “Attachment 3-Price Spreadsheet”. However, Attachment 3 in the beta.SAM.gov listing is the “Past Performance Attachment”. Is it correct to assume that Offerors should instead complete “CLIN Pricing Sheet - Attachment 2” included on beta,SAM.gov? | OCPO response required | |
| 19 | Section E - Solicitation Provisions - page 44 | The “Factor 3- Past Performance” section lists information to be provided for each referenced contract and the same section on page 53 states that Offerors will be evaluated based on the information received from the Attachment 3 Past Performance Questionnaire. Is it correct to assume that an Offeror should request that referenced accounts send their completed questionnaire directly to the Contracting Officer or Contracting Officer without copying the Offeror? (If correct, Offerors will not have visibility to whether all reference accounts have completed the questionnaire.) | You are correct, OCPO will not share questionaire with offerors. | |
| 20 | Pricing sheet 5 Year IDIQ Estimate worksheet | Can we provide a different freight per delivery (CLIN 0002) price for CONUS and OCONUS locations? Is yes, should we note the different prices below the active cells? | No change in the frieght delivery,complete the worksheet as is. | |
| 21 | Pricing sheet 5 Year IDIQ Estimate worksheet | The formulas for Year 2 through Year 5 include a multiplier in cell G27 that appears to allow for an annual price increase. Should we assume that there is no price increase in years 2 - 5 and/or propose an annual price change? (Note: the “Minimum Order” worksheet includes a 3% multiplier in cell G9.) | Please used the updated worksheet. | |
| 22 | Pricing sheet 5 Year IDIQ Estimate worksheet | “Freight - per delivery” (CLIN 0002) shows the quantity “130”. Is 6this the assumed number of truckloads to transport the 87,450 sheets indicated in CLIN 0001? Note: Assuming pallets include 28 rolls per the SOW and 26 pallets single stacked (to avoid damage in transport) per 42’ truck trailer, 130 truckloads will not fulfill 87,450 sheets. | Yes this is the assume load. | |
| 23 | Pricing sheet 5 Year IDIQ Estimate worksheet | Should we assume that Offerors are not to complete this worksheet as it appears to be a summary across Offerors? | Please complete and send back to OCPO. This worksheet will not be shared with other offerors. | |
| 24 | SOW E Paragraph 4 | With regards to CLIN Price Sheet, CLIN #0003 Drop Trailer Rate - per day; should the Contractor provide a daily rate for a trailer drop based on 130 drops a year with a detention period of 60 days per drop? | Yes | |
| 25 | SOW I Paragraph 2 | With regards to CLIN Price Sheet, CLIN #0004 Diversion rate- per mile; should the Contractor provide a per mile price for 150 diversions per year with a 50 mile diversion distance? | Provide diversion rate and mile cost in cost determination in the vendor RFP response | |
| NFPA 701 Fire Retardant Testing: Does this need to be for a ‘small scale’ (test 1) or ‘large scale’ test (test 2)? | Both testings are required | |||
| CPAI-84 Fire Retardant Testing: | ||||
| Should this be testing as ‘tent wall’ or a ‘tent floor’ standard? | Both testing standards are required |
