PTS - SSN & RFI Q&A

Question #Contractor Question / CommentRFI ReferenceGov't Response
In the SSN, FEMA asked a question around a competition model framework that satisfies FAR 36 with potentially 3 or more contractors. Can you provide the current contract language regarding this requirement related to the competition framework among the two incumbent PTS contractors?FEMA will not provide the competition framework on the current PTS contracts. We are asking industry to provide us with their recommendation for future awards.
Can the government provide any information on the potential timing and order of the RMD/Risk MAP contract procurements it anticipates over the next year? No: FEMA will not be providing industry with information that is outside of this SSN
On page 13 of 62, Section N. Operational Environment Applicable to PTS includes no associated text. Is this intentional or an omission? This section is still being developed by the Government. This will be populated in the final version of the PWS during solicitation release.
To assist with development of a response to question #2 of Sources Sought Notice (SSN) please define the sections of FAR 36 FEMA has identified to apply to this PTS RFP/Contract.The Government is utilizing FAR 36.6 - Architecht-Engineering Services. No further information is available at this time.
Can FEMA provide an example of the performance standards applied to the existing PTS contract with 2 contractors? No: FEMA will not provide the current performance standards on the current PTS contracts. We are asking industry to provide us with their recommendation for future awards.
Question #3 references a document library, please provide a link or listing of documents in the library so an evaluation can be performed.A document library has not be created to date. As soon as a virtual library is available we will send industry a link to the documents.
FEMA previously provided a “Draft Vision & Scope Elements for Re-Compete of PTS Requirement” as part of your 11/14/2018 RFI. This document outlined a structure for the required experience, technical competencies, adaptive support, and integrated delivery required by the Contract. The 03/01/2019 SSN provided a “Performance Work Statement – Production & Technical Services Support” document, which offered a different organization to additional background and contract performance requirements. Should industry assume the PWS is intended as supplemental detail/backup behind the structure of the RFI document? Can you elaborate on how the two documents relate to each other?Throughout market research, the Government has been developing a requirements document for the PTS procurement. The Government is looking for feedback on the current state of the requirements document (PWS - PTS Support) released in the Sources Sought Notice.
Task 2.2 of the PWS references Risk MAP Regional Production, however the section did not explicitly include Regional flood study data development and delivery (i.e. H&H, coastal, and other data development activities, etc.). Should that have been included within this section and if not, how/where does FEMA intend to capture Regional flood study data development? The PWS is still in a draft state. Regional flood study data development and delivery will be included in the final version.
In the Sources Sought Notice it stated, “Moving forward, the PTS requirement will support FEMA in producing widely accessible flood hazard information…and served up by trusted partners in the tailored way…”. Who does FEMA consider to be “trusted partners” in this this context?

FEMA intends to work with the most highly qualified firms who provide the best value to the Government in a competitive environment.

In the Sources Sought Notice Question D.2. states, “In order to select multiple contractors for PTS support, a competition model must be developed that satisfies provisions under FAR 36 similarly to how FEMA conducts Regional Task Order work in the current PTS contract.” What provisions under FAR 36 is the government attempting to comply with? The provisions under FAR 36 focus on the selection of firms for the contract. Is the government extending these requirements to the selection of firms for task orders?Yes, that is FEMA's interpretation of FAR 36.6 and the requirements under the current PTS contracts.
In the Sources Sought Notice Question D.2. states, “In order to select multiple contractors for PTS support, a competition model must be developed that satisfies provisions under FAR 36 similarly to how FEMA conducts Regional Task Order work in the current PTS contract.” In the previous Request for information FEMA asked, “What opportunities and challenges would present themselves if FEMA were to compete the PTS contract based on a Regional breakout structure for the entire period of the contract? The breakout structure would allow for the PTS contract to be split throughout the country. How many vendors would be the most productive for this strategy to work?” Is FEMA now not considering to not compete the PTS contract based on a Regional breakout structure for the entire period of the contract?FEMA is in the Market Research phase of this procurement, all of the questions asked are to gather information for this procurement. No decisions have been made to date on how this work will be contracted
Can the government share the elements of FAR 36 and how FAR 36 is being applied to the current PTS contracts?See answer to question #4
In the Sources Sought Notice FEMA asked, “What, if any, additional information do you need from the Government as part of the PWS or document library to fully understand the scope and scale of a potential transition?” What is the location of the “document library”?See answer to question #6
On page 13 of the PWS, Section N is titled Operational Environment Applicable to PTS; however, there is no text following the title. Should there be text included for this section?See answer to question #3
