FEMA provided the “Draft Vision and Scope Elements for Re-Compete of PTS Requirement” document with the RFI, but did not request any input on that document. Are responders allowed to provide input on that document as part of our response to the RFI?

Please refer to the incorporated draft vision and scope categories document, as well as information contained within the questions to provide a response. FEMA would also welcome any input or recommendations to the Scope Elements that would improve the PTS requirements based on the draft vision.
2 Will the submitted responses to the RFI be kept confidential or will they be shared with industry?
Overall With regards to the Q&A period of the RFI (due on 16 November 2018), the name of the contractor who asked the question will be confidential to the government. With regards to the RFI Submission Requirements (due on 26 November 2019), all contractor responses to these questions will remain confidential to the government.
3 Does the government intend to make multiple awards for this contract? If so, will each award have identical scope? Geographic coverage?
Acquisition Strategy At this time, FEMA has not made a decision on the number of awards that will be made though the contract will cover the entirety of the NFIP. Input received through this process may be used when determining the number of awards and the distribution of scope.
