Q&A

FEMA's RFI QuestionsIndustry QuestionsFEMA Response
The submittal data is Friday, February 4, 2019. Is the submittal date Monday February 4, 2019 or Friday February 8, 2019?Responses are due Monday February 4th 2:00
there is reference to the “contract period of performance” being greater than 5 years. The current PTS Contract has an Ordering Period of 5 years, but the Period of Performance can extend beyond that date to complete work under contract. Please clarify if this sentence correctly refers to the Period of Performance or if it should be the Ordering Period. The question is referring to the base contract POP being greater than 5 years, not the individual task order POP
Should prospective contractors assume that this proposed Solicitation will also have a Sources Sought?Market research will continue during the acquisition planning lifecycle. Any future market research efforts will be posted on FBO.gov
Is the current projected solicitation date of June 2019 (as noted in GovWin.com) still appropriate? If not, what is the updated schedule for the solicitation’s release?Any actions related to this procurement will be released on FBO.gov. The Government encourages industry to monitor FBO for solicitations.
Do the FEMA-FIMA PTS support services include combined Risk MAP, HMTAP and TARC services like previous advertisement?Yes, the A&E scope across those programs will continue to be included in this reprocurement
1. If the future PTS contract period of performance were to be greater than 5 years, what would be the ideal period of performance to setup successful execution of contract requirements given the current known program environment? Can FEMA share their established performance metrics for successful execution of contract requirements? These details would help inform recommendations for the period of performance.FEMA has yet to establish the performance metrics for the contract.
What is the current state of the program environment and what are the current challenges that need to be overcome? The Risk MAP Program is a mature program and insight into the challenges raised through this RFI would be of signficant value.
2. How would you address capacity requirements for efficient national contract delivery of services and what opportunities and challenges would you anticipate if FEMA awarded the PTS contract to one vendor? How does FEMA define efficient national delivery of services?Ensuring mapping projects gets processed in the most cost efficent way with the least amount of delays
Does FEMA have specific time related expectations for delivery of services? If yes, what are they?Expectations for delivery of services is dependent on the individual item that is being delivered.
What (if any) capacity issues exist today?Solutions to any perceived limitations or gaps are sought in this RFI.
Is FEMA currently satisfied with the level of service they are providing to their stakeholders? If not, why?Solutions to any perceived limitations or gaps are sought in this RFI.
Can you identify any specific shortfalls in levels of service that need to be overcome.Solutions to any perceived limitations or gaps are sought in this RFI.
3. What would the ideal contract structure, including number of vendors be to execute services under the PTS contract? Please provide a detailed explanation to support your recommendations. What are the current limitations or gaps with the contract structure?Solutions to any perceived limitations or gaps are sought in this RFI.
What has worked best under the current contract structure?Solutions to any perceived limitations or gaps are sought in this RFI.
What needs to be improved going forward?Solutions to any perceived limitations or gaps are sought in this RFI.
4. What opportunities and challenges would present themselves if FEMA were to compete the PTS contract based on a Regional breakout structure for the entire period of the contract? The breakout structure would allow for the PTS contract to be split throughout the country. How many vendors would be the most productive for this strategy to work? Are there any limitations on the types of contractors that FEMA would consider contacting with for delivery of the services called for in the RFP. For example would FEMA consider utilizing practitioner supported Consortia , Associations, Not for Profits or newly formed Consortia that represents a partnership between the private and public sector? This procurement is for an Architecture and Engineering A&E contract under FAR Part 36. The selected contractor would need to be able to meet the high demand for the Region they are competing for and would need to show they have the capabilities and capacity to support the vast amount of work that would be required for that Region. We do not believe that a small business alone would be able to meet the demands for this level of support
