FEMA/Federal Insurance Mitigation Administration (FIMA) – Risk Management Directorate (RMD)
The purpose of this Sources Sought Notice (SSN) is for market research purposes for Production and
Technical Services (PTS) Support within the Federal Insurance & Mitigation Administration (FIMA) under
Federal Emergency Management Agency (FEMA).
This SSN is for information and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the FEMA RMD plan their acquisition strategy. No solicitation is currently available.
Any future solicitation package will be made available on the Federal Business Opportunities (FBO) website https://www.fbo.gov. Interested parties are solely responsible for monitoring the FBO website for the release of a solicitation package and/or any updates/amendments.
At this time, one-on-one telephone due diligence sessions and informational email communications may be considered upon the Government’s review of the SSN responses, should the Government deem them necessary to obtain sufficient level of knowledge required for the completion of the market research.
PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME.
FEMA, FIMA, and the RMD aspire to support a future where the conversation and perception about risks from natural hazards and mitigation has fundamentally changed, communities and individuals intrinsically care about their natural hazard risk and make decisions to protect themselves and their interests. Presently through the Risk MAP program, and through continued execution of the programs that support risk management for FEMA, including, but not limited to: Building Sciences, Dam Safety, 406 Mitigation and Mitigation Planning programs. The PTS requirement will support the program in ensuring that flood hazard and risk information is fed, used, and served up in increasingly creative ways by a large and diverse partner ecosystem and actionable by our customers.
Moving forward, the PTS requirement will primarily support FEMA in producing widely accessible flood hazard information that is easy to understand, available when the National Flood Insurance Program
(NFIP) customers as well as state, tribal, and local governments and other partners need it, and served up by trusted partners in the tailored way that will drive and optimize risk-informed decisions and behaviors. Sustained delivery of this information should support the risk management lifecycle to:
identify and analyze hazards; assess risks; communicate risk; identify and prioritize mitigation options;
and advance mitigation and risk transfer. PTS support will apply emerging science and technology solutions to support FEMA in determining how identified flood hazards and flood risk assessments delivered by the mapping program will consistently be used to establish flood insurance rates, support sound floodplain management and inform viable flood mitigation options. By relating the reduction of risk for a flood mitigation project or floodplain management ordinance to the applicable insurance premiums through FEMA’s new risk rating model, RMD will deliver and sustain sound, modern flood risk management framework for the NFIP.
The requirement will be within the North American Industry Classification System (NAICS) code, 541330
– Engineering Services. The small business size standard for this NAICS Code is $15.0M.
Responses should provide the following information:
A. Company Information (e.g. name, business address, point of contact, telephone number, e-mail address,). Also include DUNS Number or CAGE Code; Capability Statement;
B. Summarization of projects showing capabilities and past performance in the applicable areas and list relevant projects.
C. Statement of current business size status (ie: HUBZone small business concern, service-disabled veteran-owned small business firm, 8(a) contractor, woman-owned small business, small business, or large business concern). Also, business size in relation to the NAICS code size standards assigned to this acquisition.
D. Responses to the following question(s):
1. Discuss the value added and risks posed of a three (3) year base period, a three (3) year option period, and four (4) one (1) year option periods for a cumulative ten (10) year contract.
2. In order to select multiple contractors for PTS support, a competition model must be developed that satisfies provisions under FAR 36 similarly as how FEMA conducts Regional Task Order work in the current PTS contract. If FEMA is seeking three (3) or more contractors, how would you model a competition framework that provides FEMA with continuity of services throughout this ten (10) year contract period and maximizes innovation? What evaluation criteria would be appropriate to consider at contract award selection in order to address both the capacity needs of the Flood Mapping Program and the specialized discrete experience for Building Science needs when selecting three (3) or more contractors?
2. After a review of the draft PWS, do you have any overarching comments or concerns about the information that is being provided? What information, if any, is needed to clarify the Tasks or background information? Are there any missing scope elements that you would deem necessary to administer a successful PTS contract? What, if any, additional information do you need from the Government as part of the PWS or document library to fully understand the scope and scale of a potential transition?
3. What recommendations do you propose for performance standards and corresponding metrics have worked well for you previously as part of contract performance management/quality assurance? How would you recommend FEMA structure performance standards and contract elements to bring forward industry innovation concepts that solve current and future program issues?
Submission requirements:
1. Page limit – Fifteen (15) pages, 8 ½ x 11 pages
2. 1-inch margins (top, bottom, and sides)
3. Times New Roman font – 12 point font
4. Page limitation does not include: 1 cover page or 1 letter of introduction
