Notice Type:

Request for Information

Synopsis:

Federal Emergency Management Agency (FEMA) Federal Insurance & Mitigation Administration (FIMA) Risk Management Directorate’s (RMD) Production and Technical Services (PTS)

RFI Questions FEMA is asking Industry’s input to the questions posed below related to the FEMA-FIMA PTS support services requirement. Please answer the following questions as they pertain to your expertise:

1. If the future PTS contract period of performance were to be greater than 5 years, what would be the ideal period of performance to setup successful execution of contract requirements given the current known program environment?

2. How would you address capacity requirements for efficient national contract delivery of services and what opportunities and challenges would you anticipate if FEMA awarded the PTS contract to one vendor?

3. What would the ideal contract structure, including number of vendors be to execute services under the PTS contract? Please provide a detailed explanation to support your recommendations.

4. What opportunities and challenges would present themselves if FEMA were to compete the PTS contract based on a Regional breakout structure for the entire period of the contract? The breakout structure would allow for the PTS contract to be split throughout the country. How many vendors would be the most productive for this strategy to work?
