About this file

This file is an acronyms and definitions document for the 70CNR-S3483 Request for Proposal issued by the Nevada Division of Environmental Protection (NDEP) in conjunction with the Bureau of Corrective Actions (BCA) for the Anaconda Copper Mine Site (ACMS) Support Services Contract. The Anaconda Copper Mine Site is located in Lyon County, Nevada, near Yerington, and comprises approximately 3,500 acres of mixed private and public lands. The document establishes standardized terminology and definitions for use throughout the RFP and resulting contract, including site-specific references such as Closure Management Units (CMUs) and Operable Units (OUs) that organize geographic areas for consolidated Site closure planning. Key agencies and entities involved include the Nevada State Board of Examiners, the U.S. Environmental Protection Agency (EPA), the Bureau of Land Management (BLM), Atlantic Richfield Company (ARC) as the primary responsible party, and tribal representatives including the Walker River Paiute Tribe (WRPT) and Yerington Paiute Tribe (YPT).

The document defines critical environmental and regulatory terms related to Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) processes, including Remedial Investigation (RI), Human Health Risk Assessment (HHRA), Feasibility Studies (FS), Remedial Design (RD), and Remedial Actions (RA). Distinctions are provided between mandatory requirements (indicated by "must," "shall," or "will"), recommended provisions ("may" and "should"), and important contract governance concepts such as contractor responsibilities, subcontractor management, confidential information protocols, and public record requirements. The document clarifies roles including the Contractor as sole point of contact with the State, the Evaluation Committee's independent assessment function, and the distinction between private sector entities that may become Responsible Parties upon cost and technical feasibility determination. All time references are specified as Pacific Time.
