About this file
This document provides the government's response to vendor questions regarding solicitation number 70CDCR19R00000002 for Intensive Supervision Appearance Program IV (ISAP IV) support services. The Immigration and Customs Enforcement agency seeks to award a contract to provide alert management, case management, and monitoring services for the ISAP program. The response clarifies updated estimates for an alert management CLIN quantity, and notes that historical data is unavailable regarding the number of participants who received violations for non-compliance with scheduled office visits. Anticipated contract award is in November 2019, with a six-month transition period beginning December 1, 2019 to allow the incumbent contractor to transfer responsibilities to the new awardee.

Government Response to Offeror Questions
1.
Solicitation Section/Subsection Number: Section B
1. Question: CLIN 0008 – Alert Management currently shows a year 1 quantity of 77,403,360. Based on the quantities provided in the RFP total year 1 average projected participants in the ISAP program is 135,143, which is equivalent to 49,327,195 Participant Days (135,143*365=49,327,195). Given this data, it appears that there is an error in the 77,403,360 Participant Days included in the alert management CLIN. It seems that the quantity type should be something other than Participant Day or that an incorrect number of participants was used to derive 77,403,360 since this number would imply a minimum of 212,064 (77,403,360/365=212,064) participants in the ISAP program in year 1 of the contract. Please Clarify.
ICE Response: See updated CLIN X008 estimates.
