Question: Request that the Government please clarify the answer to Question 145.
Is the Government’s intent that the transition begins on September 1 of this year i.e.
2019? We would like to point out that no offeror, other than the incumbent, can manufacture sufficient ankle bracelets before that time – a lead time, after contract award and before the commencement of the transition period, is required to allow for that.
ICE Response: The transition period begins September 1, 2019. Full performance shall commence six (6) months after the transition period begins. All participants subscribed to GPS monitoring must be transitioned by the end of the six (6) month transition period.
