70B03C23R00000046 - Southern Border Food Services – 4 Regional IDIQ Contracts
AMENDMENT TWO – Questions and Answers Document
1. Please elaborate on the following:
a. Distribution - Will the vendor be handing out in a serving line? Is there a window or a table? What is the layout for distribution? What goes along with it; is there a checklist or a census that the vendor must check off as the immigrants receive food?
b. Clean-Up Service - What is to be cleaned up, specifically? The area where food is being handed out? Does this include wiping down tables, mopping floors, cleaning trash cans out? What GFP is onsite? The SOW says none but does that mean the vendor shall purchase trash cans with lids/bags, mops/buckets along with tables to serve from? A list of cleaning duties would help in pricing for different chemical. Off-ste; does that mean the vendor is responsible for removing from the serving site/building or does that mean from the BP Station and dropped with a third party?
Response #1: The SOW provides information related to the questions above, including the availability of Government Furnished Equipment (GFE), which is assumed meant by “GFP?”
It is expected that the SOW shall be read carefully for specific duties and responsibilities, including the removal of trash, before proposing a solution.
2. Would you be able to elaborate on service times? If not the particular hours of service, then the duration of service, including cleaning time, per person or per 500 persons? For example, 1 hour per 500 people and 2 hours for 1000 and so forth.
Response #2: Please read the SOW carefully with regards to hours of operations for locations. Specific details shall be provided via individual Task Orders. Prospective offerors shall make their own determinations based on experience or other reasoning as to how long each meal time shall take for all requirements, based on the information contained in the SOW.
3. Is there an allotted time for clean-up? If the stations perform other services, we would like to know if we must remove and exit within a certain period? Shall the vendor be flexible on this?
Response #3: The SOW must be read in its entirety. Specific location requirements shall be outlined within each Task Order. Prospective offerors must be able to determine timeframes when discussing order placement, based on experience or other reasoning as to
RFQ 70B03C23R00000046 – Amendment TWO Page 2 of 4 how long each mealtime shall take for all requirements, based on the information contained in the SOW and the specific Task Orders as awarded.
4. Thank you for providing the exact ounce and selection of drinks. Shall the first person served have the same selection as the last person served or can the vendor provide a ratio to decrease the number of drinks transported to and from the facility each day. If every person must have a choice, it increases food cost, possibility of waste and poses an opportunity for cross contamination by bringing in and then out and back in.
Response #4: Please read the SOW carefully. Each migrant must be provided a choice of beverage. The beverage sizes, as indicated, are samples.
5. Is the vendor allowed to pack in bulk/hotel pans and serve everyone from a container such as a hotel pan sitting in a heated well (for example)?
Response #5: The way each prospective offeror shall provide a solution to the SOW and all requirements shall be the discretion and decision of the prospective offeror.
6. Shall fruit be provided in rotation, or shall each person be granted a choice as they pass through a serving line? As stated earlier with drinks, this poses a challenge on three fronts: waste, cost, critical control point as it relates to health and food services guidelines.
Response #6: The solution to the requirements of the SOW shall be left to the prospective offeror but must be strictly in accordance with the applicable regulations and requirements within the SOW and all supporting documentation.
7. Will you please provide reasoning for Section 5.3, paragraph 1? This request/requirement seems more in alignment with NAICS code 311991, perishable prepared food manufacturing. If the facility is certified and service standards are being followed and all remaining food items are to be discarded after service ends, why must labeling and packaging be required other than made by and expires on dates on the bulk containers? Some items we would be pre-packaging for service ease but the labeling and requirement to package is hindering in nature with the quantity estimated to be served.

Response #7: As indicated in Section 5.3 Para 1, all meals shall be provided in accordance with standard commercial practices for the type of services required. Please read the SOW carefully as there is no reference to “labeling” in that paragraph.
8. Will you provide different language or elaborate on the following found within the solicitation? "may be" - Does this mean the stations do not have to solicit to the contracted vendor? Does this mean they have the option of ordering from another source?
a. The IDIQ contract shall establish fixed unit pricing for the various meals requirements outlined in Sections 4 and 5 of this SOW. Throughout the 3-year ordering period, individual Task Orders may be issued by any of the various locations to fulfill their needs.
Response #8: The IDIQ contract(s) to be established by this solicitation shall not be mandatory for use by the Government.
9. Will you provide different language or elaborate on the following found within the solicitation? "the contractor shall furnish all..." - Does this mean ALL needs for each location will be serviced by one award vendor?
a. Within each IDIQ contract established, the Contractor shall furnish all equipment, materials, labor, resources, and supervision for the meals delivery and distribution services as needed by the location (Preparation, Delivery, Distribution, and Clean Up Services) meeting the specifications provided herein. See Section 4.
Response #9: As indicated throughout the solicitation SOW and supporting documentation, the anticipated awards resulting from this solicitation shall be individual single-award IDIQ contracts for each Region/Sector. The expectation is four (4) regional/sector contracts to four (4) awardees. Each awardee shall be responsible for providing all requirements for each region/sector as awarded.
10. Will you provide different language or elaborate on the following found within the solicitation? the stated minimum government guarantee" I have found no stated minimum government guarantee as well as can you state if the government guarantees all meals will be purchased through awarded vendor?
RFQ 70B03C23R00000046 – Amendment TWO Page 4 of 4
a. The US Customs and Border Protection Agency intends to establish four (4) single-award IDIQ contracts resulting from this requirement, based on the Regional Locations outlined above. However, the Government reserves the right to not award any IDIQ contract and, if an IDIQ contract is awarded, the Government will only be obligated to purchase the stated Minimum Government Guarantee.
Response #10: Please read the SOW and all solicitation documentation carefully.
