Services and Support
“Forward Medical Locations (FMLs) will be established in forward/remote locations as identified by CBP”. The section further mentions establishing FMLs at temporary processing sites, etc. Is there an expected timeline/performance measure that Offerors would be expected to meet in establishing these “pop-up” locations? (i.e.
within 24hrs of notice? 48 hours? Etc.). This also opens the question of the ability to meet migrant surges. How quickly will Contractors be expected to staff up to meet unplanned surges to meet CBP expectations? Is that the 72 hours specified in subparagraph 16?
Yes, contractor would have 72 hours to shift
BI cleared personnel to areas needing additional personnel. This 72 hours would be the performance measure.

Subparagraph 19. This section mentions operating at CBP Forward Operating Bases
(FOBs). Historically, these are fairly austere and remote locations, where agents actually reside for specific lengths of time. Will the medical staff also be housed on site, or will Contractors be expected to provide housing and/or transportation to maintain 24/7 staffing?
There is no housing on site, nor is housing provided by the Government. Any and all housing is the responsibility of the contractor, and off site. Travel is approved and reimbursed in line with the Federal
Travel Regulation (FTR).

Subparagraph 8. “Contractor shall provide completed CBP Background Investigation credentialing packets for all candidates requiring clearance to the government within 7 days from the start date of the new contract.” CBP background checks have historically been slow.
Will CBP be able to grant interim clearance to these employees if CBP cannot complete the background check in time for these employees to
CBP does grant interim clearances, however no rapid vetting is possible under this contract. All contractors working with mirgrants are required to have a CBP BI and Prision Rape Elimination Act (PREA) screening and training (prior to facility access).

Subparagraph 27. “The program management support personnel for each area (sector/field office) where the contract is active…”. Does this mean PM support staff will not be required to be physically located at stations, FOBs, and other remote sites - just at sector/field office level?
Office/operating space is tight at these locations because of organizational growth. Will the PM support staff be provided workspace, or will
Contractors be required to provide the space
(trailers, etc.)?
The SOW defines area as Sector/Field
Office to define regions that should be supervised by PMs and DPMs. The
Government expects these personnel to oversee all Medical Units within their assigned area to ensure proper operations and accountability of contracted employees.
The PM support staff will be provided workspace.
