About this file

This document is a presentation deck from the Port Authority of New York and New Jersey (PANYNJ) for a Speed Networking event on March 7, 2024, focused on a Master Agreement for Priority Marine Rehabilitation on a Work Order Basis across NY and NJ Marine Terminals. The program involves marine construction rehabilitation projects at multiple terminals including Maher, APM, PNCT, Port Liberty New York, and Public Berth 1419. Typical rehabilitation work types include pile encasement, pile extension, split timber pile replacement, steel/timber bulkhead repairs, landside sinkhole mitigation, and concrete pile cap and deck repairs. The event is designed to introduce the marine rehabilitation program and facilitate networking between the Port Authority and potential contractors.

The Port Authority has established specific diversity participation goals for this program: 20% Minority Business Enterprise (MBE), 10% Women Business Enterprise (WBE), and 3% Service-Disabled Veteran-Owned Business (SDVOB). The contracting approach includes developing two contractor lists - an A-List exclusively for qualified M/WBE and SDVOB firms, and a B-List open to all qualified firms while maintaining the standard diversity goals. Work packages will be bid out based on value, with unit pricing to ensure close cost control. The 2024-2025 program outlook includes two B-List work packages at the Elizabeth Port Authority Marine Terminal expected to be solicited in Q3 2024, with inspections planned at Port Newark and Howland Hook, and anticipation of at least four additional work packages in construction during 2025.
