About this file
This document is a Request for Qualification Statements (RFQS) issued by The Port Authority of New York and New Jersey for Master Agreements for General Construction Services on a Work Order Basis for New York and New Jersey Marine Terminals. The Port Authority seeks to award multiple Master Agreements for Priority Marine Rehabilitation projects, with firms competing for Work Orders through a pre-qualification process. The RFQS is open for submissions until December 21st, 2023, with bidders able to qualify for two ranges of work: Range A (up to $2,500,000) set aside for Local Port Authority Certified M/WBE firms, and Range B (greater than $2,500,000) open to all firms.
The solicitation allows firms to submit qualifications for one or more work ranges, with the understanding that only firms with executed Master Agreements will receive future Work Order bid requests. Each Work Order will be awarded to the lowest responsive bidder following the Authority's standard bidding process. Notably, the Port Authority emphasizes non-discrimination and equal opportunity, ensuring that businesses will be afforded full and fair opportunity to submit bids regardless of race, color, national origin, creed, sex, age, or disability. The document also highlights a commitment to supporting disadvantaged business enterprises, minority business enterprises, and woman-owned business enterprises in the bidding process.
