About this file

This document is an Information Session presentation by the Port Authority of NY & NJ for a Master Agreement for Priority Marine Rehabilitation on a Work Order Basis across NY & NJ Marine Terminals. The project involves marine infrastructure rehabilitation, with work scheduled for December 12-13, 2023, and focuses on repairing marine facilities at multiple terminals including Maher, APM, PNCT, Port Liberty New York, and Public Berth 1419. The procurement timeline includes initial qualifications due December 21, 2023, with Master Work Order Agreements expected to be executed in Q1 2024. The contract duration is six years, with ongoing enrollment throughout the program and continuous opportunities for questions.

The Port Authority has established specific diversity participation goals for this project: 20% Minority-owned Business Enterprises (MBE), 10% Women-owned Business Enterprises (WBE), and 3% Service-Disabled Veteran-owned Businesses (SDVOB). The procurement will use two contractor lists - an A-List exclusively for qualified M/WBE and SDVOB firms, and a B-List open to all qualified firms while maintaining the standard diversity goals. Work packages will be bid based on value and awarded to the lowest bidder, with each package structured as a unit price contract to ensure close cost control. The program uniquely includes scheduled berth closures to facilitate more comprehensive rehabilitation work, diverging from previous approaches that required working around active maritime operations.

Prior Rehabilitation Contracts

• In the past, work at major container wharves involved coordinating around busy vessel operations while berths remained open.

• This complicated efforts to complete a significant number of repairs.

This Rehabilitation Program

• Work packages targeted at these facilities will include scheduled berth closures.

• Work package documents will include specific schedule corresponding to berth closures. Contractor will be expected to provide work hours and labor to meet schedule.

Strategically Planned Work Areas

• For work packages targeted to our A-List firms, we have chosen specific locations around the part that do not have the same constraints as our busiest container wharves.

• This will allow us to set up all our contractors for success.
