The addendum, dated November 29, 2023, requires prospective respondents to insert and complete an attached "Agreement of Terms and Conditions" document with their RFQS submission. The procurement is for marine rehabilitation services to be performed on a work order basis across marine terminals in New York and New Jersey.
The addendum includes an Agreement on Terms of Discussion that outlines the Port Authority's approach to handling information shared during the procurement process. Specifically, the document states that the Port Authority's receipt or discussion of any proposal, vendor qualifications, ideas, models, or drawings does not impose any obligations on the Authority and does not entitle vendors to compensation. The information provided is not considered confidential and may be used or disclosed for any purpose without liability. Additionally, the document references the Port Authority's Public Records Access Policy, which can be found on their website, indicating transparency in the procurement process.
