About this file

This specification document outlines detailed requirements for a Kenworth K370 front boom in-cab controlled spray injection pothole patcher to be procured by Hillsborough County, Florida as part of a larger construction and road maintenance vehicles and equipment purchase totaling $2,891,000. The equipment is a single operator, cab-over truck-mounted asphalt repair system designed to repair potholes, degraded pavement areas, and alligator cracks through spray injection technology. The unit must be mounted on a Kenworth K370 chassis with a 33,000 GVW rating, include a minimum 5-yard aggregate hopper, 260-gallon heated and insulated emulsion tank, and a front-mounted articulating spray boom with a 14.5-foot minimum reach and 211-square-foot patching coverage area. Key operational features include a SPECS (Smart Patching Equipment Control System) with a 7-inch touchscreen in-cab display, InPave telematics management system with cloud-based GPS tracking and reporting capabilities, and a single-person operation capability from the truck cab. The equipment must be new, current production, and delivered ready for operation with all mounting, service manuals, operator's manuals, parts manuals, on-site training, and a follow-up inspection visit within the first year of ownership.

The dealer is responsible for providing title, county tag, registration, and temporary tag documentation with two-way overnight shipping in accordance with Hillsborough County Fleet Management policy. A 12-month manufacturer's warranty covering defects, parts, and labor commences from the completion of startup training. The equipment package includes comprehensive training covering safe operational practices and routine maintenance procedures, with a minimum of two days of instruction for operators and mechanics. Additional inclusions are two sets of operator manuals, two sets of parts manuals, two sets of keys, safety equipment including DOT-compliant directional arrow boards and strobe lights, a Brigade 360 birds-eye camera system with 4 cameras and 10-inch in-cab display, a rear backup camera with night vision, storage compartments, and equipment holders. The dealer must arrange offload capabilities and provide quarterly build or order status updates to Hillsborough County Fleet Management, adhere to OEM general practices, and must not utilize OEM wiring for equipment add-ons.

KENWORTH K370 FRONT BOOM IN-CAB CONTROLLED SPRAY INJECTION

POTHOLE PATCHER

PCN ADD26A.36

GENERAL SPECIFICATIONS

It is the intent of the following specification to describe a spray injection asphalt repair/pothole patch/alligator crack sealing machine, for mounting on a cab-over, single axle, 33,000 GVW truck. The spray injection unit shall be designed for pavement repair of potholes, degraded areas, and cracks. Unit must meet or exceed the following specifications.

The unit must be able to be operated by a single person/driver from within the truck cab. The spray injection system must be able to blow debris and water from the work area, apply a tack coat of heated emulsion, spray an aggregate and emulsion mix into the repair area at a controlled mix ratio, and cover the repair area with an uncoated surface layer of aggregate.

The unit must be able to spray aggregate (ranging from 1/8” to 1/2”) and emulsion at a controlled mix ratio in order to maintain high quality and consistency from patch to patch. The spray boom shall utilize a two -section articulating design with spray head oscillation feature for a more precise material application.

Spray head must also include an air reduction system to control aggregate rebound and reduce loss of materials.

The unit must be configurable with a single chamber or a dual chamber hopper. Dual chamber hopper is adjustable to 50/50 or 60/40 to allow for two different aggregate gradations. The hopper must be designed with a rear discharge feature for speedy offload of aggregate and ease of maintenance.

The unit must be equipped with a SPECS (Smart Patching Equipment Control System) that delivers the correct aggregate and emulsion mixture every time. When patching, as the operator increases or decreases the aggregate output rate to fill the pothole, the control system will automatically adjust the emulsion output to maintain the desired mix ratio, as determined by testing or through an emulsion mix design lab. The control system also includes an in-cab 7-inch touchscreen display, which allows the operator to view and interact with the following; patching steps process, emulsion temperature, aggregate hopper level, material output rates, calibration information, machine status indicators and warnings, and spray boom position warning.

The unit must also be equipped with the InPave telematics pothole patching management system or similar. InPave helps agencies monitor production, performance and location of the pothole patcher and crew. As potholes are repaired, the data is collected with GPS technology, gathered by the cloud-based InPave management system and transmitted back to a secure server for access.

The Spray Injection Pothole Patcher must be new and of current production. Units shall include all items listed and include mounting on customer supplied chassis, service and operator’s manuals, parts manuals, on-site training, and be ready for operation at time of delivery.
