About this file

This evaluation scoresheet is for Utah's solicitation NC26-3, issued by the State of Utah Division of Purchasing in partnership with the Utah Geological Survey's Energy & Mineral Resources division. The procurement seeks U-Th-Pb geochronology services to obtain crystallization ages of intrusive magmatic rocks through a 5-year contract with guaranteed pricing for one year. Vendors must demonstrate 5+ years of experience conducting mineral separation and U-Pb geochronology on zircon from igneous rocks for external customers, provide in-house mineral separation capabilities for zircon, and offer cathodoluminescence imaging of mineral mounts.

The evaluation process uses a 1,000-point scoring system with technical criteria weighted at 70% (700 points) and cost proposals at 30% (300 points). Technical evaluation focuses on data ability (100 points), data workflow (100 points), report quality (200 points), laboratory longevity (100 points), and external collaborations (200 points), with a minimum technical threshold of 70% (490 points) required for consideration. Cost scoring awards full points to the lowest bidder, with other proposals receiving proportional points based on their price differential. The procurement anticipates a single contract award to the highest-scoring responsive and responsible vendor.

* Purchasing will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest proposal price. The offeror with the lowest Proposed Price will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the Lowest Proposed Price. The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price).
