About this file
This is a Specifications Volume I document for Contract No. 2000970, issued by the Great Lakes Water Authority (GLWA) in Detroit, Michigan, prepared by NORESCO and Jacobs for the Rehabilitation of Screened Final Effluent (SFE) Pump Station. The project encompasses construction of a new SFE Treatment Building containing an SFE pump station with six constant-speed vertical turbine pumps (approximately 12 MGD capacity each), a Filter Room with two cloth disk filters, a Chemical Room with hypochlorite and caustic storage systems, and an Electrical Room with 15kV switchgear and transformers. Additional work includes modifications to secondary water systems in the Machine Shop Basement, installation of a sulfur dioxide carrier water pumping system at the Dechlorination Facility, a backup sodium hypochlorite feed system in the Hypochlorite Building, and quench water booster pumps in Complex II Incineration. Work is restricted to Monday through Friday, 7 a.m. to 5 p.m., excluding GLWA holidays, with specific restrictions on Secondary Effluent Conduit shutdowns limited to November 15 through March 15. The contract is organized into five construction stages with specific milestones, and work must coordinate extensively with GLWA's continuous 24-hour operations through detailed shutdown planning, Equipment Shutdown Request forms, and Maintenance of Plant Operations Plans.
The specifications detail comprehensive requirements for submittals including a Schedule of Values, progress payment applications, and detailed coordination procedures with Owner operations. Progress payments are structured with specific intermediate steps for equipment acceptance, including delivery, installation, performance acceptance testing, demonstration and training, system checkout, and operational availability demonstrations. The Schedule of Values must allocate costs by specification section and work area, with mobilization limited to three percent of the Contract Price and costs for operations and maintenance manuals and training apportioned at four percent of equipment cost. Asset Turnover Process requirements total one percent of contract value, and Record Document Turnover is valued at 0.5 percent of contract value. All work must maintain GLWA facility integrity, comply with Michigan Public Act 174 regarding underground facility damage prevention, and include detailed record documents, photographic documentation, and final training of operations and maintenance personnel prior to substantial completion.

PW\DEN003\C6A18000 01 11 00 - 1
SECTION 01 11 00
SUMMARY OF WORK
PART 1 GENERAL
1.01 WORK COVERED BY CONTRACT DOCUMENTS
A. The completed Work will provide Owner with a new Screened Final Effluent (SFE) Pump Station and Treatment Facility, modifications to the low-, intermediate-and high-pressure secondary water systems in the Machine Shop Basement, a new carrier water supply for the sulfur dioxide system at the Dechlorination Facility, a backup sodium hypochlorite feed system in the Hypochlorite Building and new quench water booster pumps in Complex II Incineration.
B. The Work includes:
1. SFE Treatment Building:
a. The work will include construction of a new SFE Treatment
Building, which will include an SFE pump station, Filter Room, Chemical Room and Electrical Room.
b. The SFE pump station will be constructed on top of the existing secondary effluent conduit and will require construction of a 5-foot thick concrete slab on top of the conduit. Coring of the secondary effluent conduit roof slab for SFE pump openings will require the isolation and shutdown of the East and West Conduits at separate times during construction.
c. The pump station will include six constant-speed, vertical turbine pumps, with a capacity of about 12 MGD each, and space for two future pumps of the same size. Each pump will have a strainer for removing larger debris from the secondary effluent. Backwash water will be returned to the secondary effluent channel.
d. Two 36-inch SFE header pipes on the East and West side of the pump station will exit the station and combine to a 54-inch pipe.
The 54-inch pipe will connect to the existing 60-inch SFE pipe near the existing SFE Pump Station.
e. The Filter Room will include two cloth disk filters for treatment of the SFE to a water quality that will make the water suitable for use in the WRRF’s low pressure secondary water system. Filter influent water will come from each of the SFE header pipes in the pump station. Pressure reducing valves will be included on the lines from each header. Filter effluent will be routed to the Filtered Water Storage Tank located beneath the Filter Room.
Hypochlorite and caustic solutions will be added to the filtered effluent water before the FWST to make the treated water chemically suitable for the LPSW distribution system. Filter backwash from each filter will be routed to drain.
GREAT LAKES WATER AUTHORITY SUMMARY OF WORK
PW\DEN003\C6A18000 01 11 00 - 2
f. The Filter Room will include three variable speed, vertical turbine LPSW pumps, with a capacity of about 1,700 gpm each. The pumps will pump LPSW (treated effluent) from the FWST through an 18-inch pipe to the secondary water pump room in the Machine Shop Basement.
g. The Filter Room will have a potable water feed line, which will provide backup water supply to the LPSW system. The potable water will go through reduced pressure zone backflow preventers, making the water non-potable water. One non-potable water line will provide supplemental water to the FWST to supplement the production of LPSW from the filters, if needed. Another non-potable water connection, together with a pressure control valve, will provide complete backup LPSW supply if the LPSW pumps are out of service.
h. The Chemical Room will include a hypochlorite storage tank and feed system and a caustic storage tank and feed system, with in-ground chemical containment. A chemical unloading system for tanker trucks to unload into the chemical storage tanks is provided just outside the Chemical Room.
i. Electrical power will come from 13.8kV power feeds that originate from EB-1. These feeds will be spliced at the existing EB-3 so that the existing cable from EB-1 to EB-3 will be reused and new cable will be provided for the section from EB-3 to the new 3750kW transformers.
j. The Electrical Room will include electrical equipment of a 15kV switchgear, medium voltage pump starters, 480 MCC, and other various electrical equipment. A separate Ovation Room will be provided for Ovation equipment and an Information Technology Room. Two 5000KVA transformers will reduce the incoming voltage from 13.8kV to 4800V. Another two 750KVA transformers will reduce the 4800V to 480V. These transformers will be located in a fenced area outside the Electrical Room. A vault will be provided under the transformers for routing cable.
k. Yard piping around the SFE Pump Station will include:
1) SFE piping (36-in. and 54-in.) from the new SFE PS to the existing 60-inch connection near the existing SFE PS;
2) A potable water line (16 in.) from immediately downstream of Meter Pit C to the new SFE PS;
