About this file
This is a General Information document from the County of Bucks, Pennsylvania, outlining the procurement parameters for a propane purchase and delivery contract serving 911 Emergency Communications generators and facilities. The contract is scheduled to commence on or about November 20, 2026, with an initial one-year term and an option to extend for one additional year, with a further provision allowing up to three months of extension to prevent coverage lapses during new procurement processes. The County has established estimated usage quantities for the initial contract period but reserves the right to adjust quantities based on actual consumption without guaranteeing specific order amounts. Deliveries will be made FOB to designated ordering locations, and award will be made to the lowest responsive and responsible vendor for the total propane purchase and delivery requirement (PUR01126). Questions and clarifications must be directed to PennBid no later than four business days before the submission deadline, with final addendums issued by 5:00 pm two business days prior to the due date.
Pricing shall exclude all Federal Excise Taxes and Pennsylvania Sales Taxes, with the County providing a PA Tax Exempt Certificate upon request. The County reserves the right to reject any or all quotes, reject vendors demonstrating poor performance on current or previous agreements, waive informalities, and award in whole or in part as deemed in the County's best interest. Vendors are encouraged to submit cooperative purchasing proposals based on contracts bid by other public entities in accordance with 62 Pa.C.S.A § 1902; however, such proposals must include complete documentation and website verification, with failure to provide both contract numbers and verification websites potentially resulting in quote disqualification. The County will not review or consider signing additional documentation requested by the successful vendor, and any information not included in the official quote package or received as a written addendum is considered unofficial.
