About this file

Summary of 2-03-Terms and Conditions.pdf

This document contains the terms and conditions applicable to the County of Bucks' procurement solicitations in Doylestown, Pennsylvania. The file establishes the contractual framework and general conditions governing multiple concurrent bid opportunities, including contracts for bedding and linen supplies, janitorial supplies, trash compactor services, portable toilet services, and various facility improvement projects. While specific contract terms vary by solicitation, the document provides the overarching legal and operational requirements that bidders must accept when submitting proposals. Contract durations range from one year for supply contracts to three years for service-based agreements, with multiple opportunities including renewal or extension options of one to three additional years. The County requires submission of completed documentation by specified deadlines, with certain projects mandating pre-qualification certification through the County's Responsible Contractors Ordinance at least fourteen calendar days prior to bid submission.

The terms and conditions address pricing structures, bidder responsibilities, compliance requirements, and performance standards applicable across all referenced solicitations. Bidders are required to provide unit cost pricing for most contracts and must submit complete bids covering all specified locations or items, with incomplete submissions deemed non-responsive. The document likely includes provisions regarding insurance requirements, bonding, contractor qualifications, and adherence to applicable state and federal regulations, including domestic preference requirements under the Build America Buy America Act where applicable. No specific set-asides or incumbent information is detailed within the referenced file, though standard government procurement practices for Pennsylvania jurisdictions typically incorporate provisions for minority-owned, women-owned, and disadvantaged business enterprises.

As between the parties, the Vendor agrees to waive all rights or remedies that may be available to it as a result of the County’s disclosure of Requested Information pursuant to the RTKL.

i. The Vendor’s duties relating to the RTKL are continuing duties that survive the expiration of this Agreement and shall continue as long as the Vendor has Requested Information in its possession.
