Propane Purchase and Delivery Specification for Bucks County Emergency Communications
This specification document outlines the requirements for propane purchase and delivery services for the County of Bucks, Pennsylvania, specifically supporting emergency communications facilities with backup generator fuel. The County seeks HD5 Grade propane delivery to eleven locations across Bucks County, including sites in Bensalem, Bridgeton, Buckingham, Buckwampum, Lower Southampton, New Hope, Newtown, Plumstead, Solebury, Thiokol, and West Rockhill. All sites are equipped with Onan 75K generators with fuel tank capacities ranging from 125 to 1,000 gallons. The estimated annual propane consumption across all locations totals approximately 3,820 gallons for the initial contract period. The contract term is twelve months, with deliveries designated as automatic and FOB destination. All delivery requests must be honored within 24 hours of notification. Tank inspections are not billable to the County; however, equipment repairs will be billed on a time-and-materials basis. Vendor coordination with Emergency Communications Department personnel, specifically Michael Jimison (267-372-0128 or mjjimison@buckscounty.org), is required for all equipment replacements and repairs.
Pricing submissions must not include references to price escalation during the twelve-month contract period, and any cost increases beyond the first year require written agreement from both parties. The County reserves the right to adjust quantities and add or remove service locations based on actual usage without guaranteeing specific order amounts. Awards will be made to the lowest responsive and responsible vendor. All invoicing shall be directed to the Bucks County 911 Emergency Communications Director at 911 Freedom Way, Ivyland, PA 18974. Tank ownership remains with the County throughout the contract term.
