About this file
This is an Exhibit C3 Transaction Fee document related to a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) District Four for District Wide Title Search and Examination Services. The procurement seeks qualified vendors to provide comprehensive title search and examination services across twelve counties in Florida, including Broward, Palm Beach, Martin, St. Lucie, Indian River, Miami-Dade, Collier, Hendry, Okeechobee, Osceola, and Brevard. The selected vendor must deliver certified title search reports within 30 calendar days of Letter of Authorization issuance, updated title reports within 7 calendar days, ownership reports within 14 calendar days, right-of-way reports within 30 calendar days, and specialized reports within 15 calendar days. A mandatory pre-proposal conference is scheduled for May 20, 2026, at 2:30 PM at FDOT District Four's Fort Lauderdale offices, with technical questions due by May 29, 2026, at 5:00 PM. Electronic proposal submission is required by June 8, 2026, at 10:30 AM, with technical proposal opening on June 8, 2026, at 11:00 AM and price proposal opening on July 13, 2026, at 11:00 AM. Notice of intended award is anticipated on July 20, 2026, at 9:30 AM, with contract commencement on August 14, 2026. The contract term extends through August 13, 2031, with renewal provisions allowing for up to three additional years or the original contract term, whichever is longer, subject to mutual agreement and satisfactory performance.
The Department has established a maximum budgetary limitation of $1,050,000 for the contract, with all unit prices and billing rates encompassing all costs associated with service delivery, including salaries, overhead, fringe benefits, operating margin, labor, equipment, supplies, tools, travel, and administrative expenses. Qualified vendors must maintain an active Florida-licensed attorney in real property or a licensed title agent owning at least 50 percent of the company, demonstrate at least ten years of experience in title search services, possess technological capability to access the District's network via VPN, and carry general liability insurance with minimum coverage of $200,000 per person and $300,000 per occurrence. The evaluation methodology employs a combined technical and price scoring approach, with technical proposals worth 100 points and price proposals worth 11 points, requiring a minimum technical score of 70 points for responsiveness. Vendors with active FDOT Department contracts not expiring within 12 months are ineligible, and vendors cannot hold more than one active district-wide contract simultaneously with the Department. All respondents must be registered in Florida's MyFloridaMarketplace system and comply with federal requirements including nondiscrimination provisions, Buy America requirements, and Byrd Anti-Lobbying certifications for contracts exceeding $100,000.
