About this file

This document contains a sample risk analysis and mitigation plan template for a Department of State Office of Global Women's Issues grant opportunity providing rapid response support to women politicians and civil society leaders experiencing threats of technology-facilitated gender-based violence globally. The template outlines various risks to consider including risks affecting participants, stakeholders, project objectives, outcomes, the recipient organization, and personnel safety and security. For each risk, it suggests assessing likelihood and potential impact, and provides illustrative mitigation plan actions. Key risks addressed include challenges to gender norms, participant and community member security issues, political and bureaucratic obstacles, cultural norms impeding progress, financial management processes, cash disbursement policies, crime and terrorism threats, and controls to prevent assistance benefiting terrorists. The related federal grant opportunity provides funding through the S/GWI FY23 NOFO: Global TFGBV Rapid Response Fund, a cooperative agreement assigned to the S/GWI's 19.801 federal grant program to promote women's empowerment in foreign policy by advancing areas like economic empowerment and gender-based violence prevention.
