About this file

This is a construction specification document for the Fredericksburg Sewer & Water Authority's Public Water System Upgrade Project in Pennsylvania, detailing technical requirements for Division 5 (Metals), Division 6 (Wood and Plastic), and Division 7 (Thermal and Moisture Protection) work. The project comprises five prime contracts, with Contract No. 2 (General Construction) being the primary focus of these specifications. Contract No. 2 includes construction of a manganese filter building, rehabilitation of existing office and garage buildings, installation of process equipment, chemical feed systems, sludge wasting equipment, water recycling and backwash equipment, physical modifications at Well 6, equipment modifications at water storage tanks, process piping, and chemical spill drain piping. Sealed proposals are due electronically via PennBid by 2:00 p.m. prevailing time on Monday, October 5, 2026, with bid results posted shortly thereafter. Each proposal must be accompanied by a bank cashier's check or bid bond equal to ten percent (10%) of the bid total. The General Contractor is responsible for developing and coordinating the overall project work schedule among all prime and subcontractors and arranging periodic job progress meetings as necessary.

The specifications establish detailed requirements for metal fabrications (structural steel, aluminum, stainless steel components, bolts, fasteners, and welding per AWS D1.1 standards), wood and plastic materials (rough carpentry, roof sheathing, wood blocking, curbing, and lumber grading per NFPA standards), and thermal and moisture protection (bituminous damp-proofing, polystyrene board insulation, foamed-in-place insulation, glass fiber blanket insulation, and sprayed polyurethane foam insulation). All materials must comply with applicable ASTM standards, federal specifications, and industry standards. The specifications require shop drawings, product data submissions, welding certifications, installer qualifications, and adherence to surface preparation, fabrication, and installation procedures. All bidding documents and specifications are available at no cost on PennBid at https://pennbid.bonfirehub.com.
