Addendum #2 to BID-310-26: Boulder County 28th Street Charging Stations
This is Addendum #2 to a competitive bid solicitation issued by Boulder County, Colorado for ChargePoint public and fleet charging stations, including goods and delivery only. The project involves the procurement of electric vehicle charging equipment that will be installed by Boulder County electricians. The solicitation specifies Standard CP6000 chargers with J1772 holsters for Level 2 charging applications, CT4000 units for public charging, and CP6000 Level 2 Fleet and Express Plus chargers for fleet applications. Proposals must be submitted electronically through the Boulder County Bonfire portal in widely-accessible formats such as PDF, Word, or Excel before the deadline specified in the portal. No compressed files, external links, or cloud-based documents will be accepted. The County prefers equipment delivery by the end of 2026; however, delivery timelines are secondary to equipment availability and will factor into bid evaluation. The County reserves the right to reject any or all bids and select the proposal deemed most advantageous.
ChargePoint software subscriptions must be quoted according to the vendor's recent plan restructuring, with the Professional Plan required for all Level 2 CT4000 public charging stations and the Core Plan for all fleet charging stations. The County has clarified that alternative hardware solutions, newer technology upgrades, or different DCFC equipment will not be considered, and the ChargePoint Express Solo 400, although suggested as a more economical option, has been ruled out for this location. The County does not accept responsibility for delayed or failed submissions regardless of circumstances, and all proposers are solely accountable for ensuring timely delivery of their proposals. No exceptions will be granted for late submissions.

Questions and Answers for BID-310-26 - ADDENDUM #2
1. Question: Is the County hoping to install the CP6600 with Omni port holsters (enables J1772 and/or NACS vehicle charging)? Or the standard CP6000 with J1772 holsters?
• Answer: Standard CP6000 with J1772 holsters
2. Question: ChargePoint no longer offers their Fleet (Power) plan or their Commercial plan.
ChargePoint now offers their Professional plan which will be most equivalent (both in price and features) to the legacy Commercial plan. Their core plan is most equivalent to the power plan but is not compatible with the CT4000 or CP6000. Would the county prefer bidders to submit pricing with the Professional plan? The available tiers can be viewed on ChargePoint's website here:
https://www.chargepoint.com/products/software/cms-suite?srsltid=AfmBOoqonNdpMFBC4uFb9QUJSBjf0Q9b0oWNWkgBoQN1XlQ86SiSgh24.
• Answer: Thank you for bringing this to our attention - we found out recently after releasing this bid request. Please (all bidders) quote the following per ChargePoint’s recent changes to their Cloud Plans:
i) Professional Plan for all Level 2 CT4000 Public charging stations
ii) Core Plan for all Fleet charging stations: CP6000 Level 2 Fleet and Express Plus
3. Question: If a 50A CP6000 is within 2% of the cost of a CT4000, would the County choose to upgrade to the newer technology?
• Answer: No.
4. Question: Does the County want the CP6000 units to be equipped with the Omni Port feature (technically a CP6600)?
• Answer: No, please also see Q1. All Level 2 charging stations will have the J1772 holster connections.
5. Question: Would the County consider alternative, lower cost DCFC hardware if it were able to run ChargePoint software and meet the cable amperage requirement?
• Answer: No.
6. Question: What is the county's desired install timeline? Is there a drop dead date that the equipment must be delivered by?
• Answer: Ideally, we would like to install the stations by the end of 2026, however we understand that the timeline is largely dependent on product availability, and so there is no “drop dead” date for equipment delivery. This being stated, a favorable delivery date is factored into decision-making for this bid.

7. Question: Based on the specs provided, the manufacturer mentioned that the ChargePoint Express Solo 400 would be a more economically efficient solution for the County, however it will not be available for delivery until Q2 2027. If this delivery timeframe is acceptable, we recommend this solution: https://www.chargepoint.com/about/news/chargepoint-launches-express-solo-worlds-fastest-standalone-charger-mass-market?srsltid=AfmBOopKT_yWHieSaVMVohukzl-tSa6LElNGgEjkrGQYmysDRCnF23LR
