About this file
This document is a technical criteria attachment for an Online Learning Platform Request for Proposal (RFP) issued by the State of Utah Division of Purchasing for the Department of Cultural and Community Engagement. The RFP seeks a fully hosted, web-based learning platform to support up to 150 public, school, and branch libraries, with the ability to accommodate at least 6 administrators. The contract term is 5 years, with the vendor required to guarantee pricing throughout the contract period. The platform must be hosted within the United States and provide comprehensive features including pre-populated library-specific content, asynchronous learning capabilities, content customization, user tracking, administrative management, and integration with existing web pages.
The technical specifications outline detailed requirements for security, platform capabilities, content variety, user interface, support, administration, and implementation. Key requirements include robust security measures, data backup strategies, mobile responsiveness, administrator permissions, progress tracking, certificate issuance, and the ability to upload custom content. The vendor must demonstrate experience serving multiple states and libraries, provide contact references, and outline a comprehensive implementation plan. While no specific pricing information is included in this attachment, the RFP indicates the intent to award a single contract to the most responsive and highest-scoring vendor based on the procurement code, with the expectation of a fully configurable and scalable online learning solution for Utah's library system.
