About this file
This document is a Scope of Work (SOW) for an Online Learning Platform issued by the Utah State Library Division (USL). The procurement seeks a library-focused online learning platform to support continuing education for Utah's public libraries, specifically to enhance the Utah Public Library Institute for Training (UPLIFT) certification program. The platform will enable asynchronous professional development, facilitate training on state-wide database resources, and provide automated registration and progress tracking. The contract is anticipated to have a 5-year term, serving approximately 135 public libraries, branches, and bookmobiles.
The SOW requires the selected platform to meet specific GovRAMP security compliance requirements, including enrollment in the GovRAMP Progressing Snapshot Program and achieving verified GovRAMP Core status within 12 months and GovRAMP Moderate Authorized status within 24 months of contract execution. The platform must support combining in-house developed content with preloaded content relevant to the UPLIFT program and Utah's Online Public Library database resources. Failure to maintain the required security standards may result in liquidated damages or potential contract termination. The procurement is being conducted by the State of Utah Division of Purchasing, with the goal of selecting a responsive and responsible vendor through a scored evaluation process.

Attachment C Scope of Work Utah State Library
ONLINE LEARNING PLATFORM
Background The Utah State Library Division (herein after the “USL”) seeks a library-focused online learning platform to continue our ability to offer library continuing education. USL offers the Utah Public Library Institute for Training (UPLIFT) certification program which consists of popular continuing education core courses required to meet the personnel standard required for public library certification under Standards for Utah’s Public Libraries. While the certificate program is in the process of being updated and moved to an online environment, demand for asynchronous professional development continues to increase. The library community has also continued to embrace online offerings as a desirable CE format and the USL has seen even more growth in online learning in the years after the pandemic. The USL currently uses a learning management platform that provides staff with the ability to access high quality training at their convenience, and allows the USL to upload recordings and create tutorials required for certification and ongoing professional development needs.
In addition, the USL spends a significant amount of money, making library-specific databases available to Utah residents on a state-wide basis through Utah’s Online Public Library. Examples of some of these databases are Gale research databases, OverDrive, Creativebug, Learning Express, and Proquest Global NewsStream. As all public libraries are required, as part of the certification process, to participate in training on these databases, the USL has a responsibility to provide this training. Efficient training of these library specific resources will not only help library staff to fulfill certification requirements, but will also raise awareness of the databases ensuring maximum usage and a better return on investment.
Scope of Work:
The platform chosen will allow the USL to augment our existing continuing education offerings with synchronous and asynchronous options and to combine content developed in-house with preloaded content relevant to our UPLIFT program and the state-wide database resources found on Utah’s Online Public Library. It will also provide automated features for registration and continuing education progress that will streamline administrative processes for the program. These elements are necessary due to increased interest for continued asynchronous professional development needs, as well as an increased and continued need for online options for training and continuing education. The platform will increase current content and improve access for the Utah library workforce. The platform will streamline registration, tracking and training progress for the libraries. The USL serves approximately 135 (check this number) public libraries, branches, and bookmobiles.
GovRamp Requirements:
In compliance with the Utah terms and conditions, where the product does not already have a FedRAMP or verified GovRAMP status the following provisions apply:
At the time of contract execution, the product must be enrolled in the GovRAMP Progressing Snapshot Program and remain in the program until a verified status is achieved.
The product must achieve a verified status of GovRAMP Core no later than 12 months after the date of contract execution and achieve a verified status of GovRAMP Moderate Authorized no later than 24 months after the date of contract execution.
If the Contractor fails to maintain or achieve the security requirements outlined above, the Contractor may be subject to liquidated damages and/or the State of Utah may reevaluate the terms of the contract and determine whether the failure to comply justifies contract termination.
