About this file
This document is a Request for Proposal (RFP) Attachment E from the State of Utah's Department of Workforce Services, specifically for the Subordinate Shared Appreciation Loan Program. The RFP seeks a contractor to provide loan services with a contract length of one year and potential for four additional one-year renewals. The procurement aims to select a single vendor through a scored evaluation process, with the highest-scoring responsive and responsible vendor being awarded the contract.
The RFP requires contractors to be non-profit entities or partnered with a non-profit, with mandatory qualifications including being authorized to do business in Utah, having secured a 3:1 matching funds commitment, and demonstrating professional experience in providing or purchasing subordinate loans. Key technical evaluation criteria include the contractor's experience with loan programs, condominium construction liability insurance, mortgage loans, and their ability to align program funds with the Utah Housing Corporation's First Time Homebuyer Program. Contractors must provide detailed documentation proving their qualifications, including letters of commitment and financial documentation to demonstrate their capability to execute the program effectively.
