About this file
This document is a policy attachment for the Subordinate Shared Appreciation Loan Program issued by the Utah Department of Workforce Services Housing and Community Development Division in collaboration with the Utah Housing Corporation (UHC). The program, established through SB 262 in the 2025 General Session, will accept applications from July 1-15, 2025, with the goal of providing subordinate loans to eligible borrowers. The contract is structured for one year with four potential one-year renewals, targeting non-profit organizations or partnerships that can provide subordinate loans for residential properties, with a maximum loan amount of $150,000 per qualifying residential unit.
The program focuses on supporting first-time homebuyers and rural housing development, with specific eligibility criteria including income limits (140% of Area Median Income), occupancy requirements, and a matching fund structure of at least 75% private funds to 25% program funds. Qualifying applicants will be scored based on their commitment to promoting first-time homebuyer programs, organizational experience, and the location of their proposed residential units, with priority given to projects in rural or lower-population counties. The loans are non-interest bearing, have flexible repayment terms, and include a shared appreciation component where borrowers repay the principal plus a proportionate share of home price appreciation upon sale or refinancing.
