This document is an Attachment D containing Mandatory Minimum Requirements and Technical Criteria for a surveillance equipment solicitation issued by the State of Utah Division of Purchasing and the Department of Public Safety. The Request for Proposal (RFP) seeks a vendor to provide surveillance trailers and deterrence pole cameras, with equipment installation, maintenance, and repair services. The solicitation requires vendors to have a Utah-based location, preferably along the Wasatch Front, and demonstrate compatibility with specific software (Milestone and Wave NVS). Vendors must provide detailed responses across four technical criteria categories: Qualifications and Experience (150 points), Technical Experience (300 points), Timeline (150 points), and Warranty & Repair Process (200 points). To advance to the cost stage, offerors must receive a minimum of 560 out of 800 possible technical points. Key technical requirements include providing a 5G modem, surveillance trailer, activity deterrence pole camera, and demonstrating rapid installation/de-installation capabilities, equipment durability, and comprehensive technical support.
