About this file
This document is an Addendum (#5) to a Request for Proposals (RFP #6000001846) issued by the Port Authority of New York and New Jersey (PANYNJ) for Expert Professional Mechanical Design Services on a task order basis for a four-year term. The RFP seeks consulting services with a specific focus on vertical transportation systems design, and the addendum clarifies proposer requirements. The due date for proposal submission remains January 05, 2023 at 2:00 P.M.
The addendum provides critical clarifications regarding staffing requirements for prime consultants, specifically for vertical transportation design services. Key modifications include allowing licensed structural engineers to substitute for mechanical engineers, with a requirement that each prime consultant must include at least three licensed engineers (mechanical or structural) with seven years of demonstrated experience. Additionally, for vertical transportation proposals, consultants must provide at least five individuals with vertical transportation engineering expertise, with three of those potentially being the engineers used to meet the minimum licensing requirements. Potential proposers can direct questions to Mr. Thomas Lal at tlal@panynj.gov.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL MECHANICAL DESIGN
SERVICES ON A “TASK ORDER BASIS” FOR A FOUR YEAR TERM -
(RFP# 6000001846) - ADDENDUM # 5
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the Authority) hereby amends the subject
Request for Proposals (RFP) as follows:
1. In the RFP Letter, Under Section III, Proposer Requirements, Vertical Transportation
Systems, In Line 3, add “or licensed structural” after licensed mechanical.
2. In the RFP Letter, Under Section III, Proposer Requirements, Vertical Transportation
Systems, label this group “ F”.
The following is a question from a RFP recipient. The question and the corresponding Authority answer is provided for your information and use, as appropriate.
Question #1: We are looking for additional clarification based on the Q&A regarding the Proposer
Requirements in prior Addendum #4. Please confirm that each prime consultant must include in their proposal at least three licensed mechanical engineers on staff with a minimum of seven years of demonstrated experience performing comparable tasks? In addition to the three licensed staff, the prime consultant must also include staff to meet the subset they are proposing on – for example, if we are proposing on Vertical Transportation we must provide at least 5 individuals (three of these individuals can be the individuals used to meet the minimum requirements) on staff who are vertical transportation engineers with a minimum of seven year’s experience?
Answer #1: That is a correct statement.
Question #2: Would PANYNJ accept licensed structural engineers with seven years of experience performing comparable tasks instead of the licensed individuals being mechanical engineers? Our rationale is that our vertical transportation designers are QEI licensed and work under the Structural Engineer in NY and NJ – impacts to the structures for vertical transportation design are the basis of vertical transportation design.
Answer #2: For Vertical Transportation design services, it will be acceptable to substitute licensed professional mechanical engineers with licensed professional structural engineers. See item #1 above.
The due date for this RFP remains January 05, 2023 at 2:00 P.M.
